is there anyway to remove the PC start menu for something thats identical to the PS2 edition where you have FMvs, copyright and then Loading screen

If it has free third person camera, you better add camera settings so we can invert the x/y axes Rockstar is for some reason too dumb to do that even to this day

Yes. But needs to be a modded Gamecube to read DVD-R discs.
