He was gave him a ticket for littering instead of speeding because it was cheaper (and speeding possibly carries points). Looks like he was being a jerk but I think he was actually trying to help him out.

I was so angry at the cop, but he is right. It is a crime to smoke crappy weed in Cali. Smoke only Cali weed and ask the prosecutor to drop the charges!!!
