Ironically, in most states, it is motor vehicle law that Police Officers in unmarked vehicles cannot make traffic stops (therefore cannot issue traffic tickets). A lot of people talking about this cop's ego and I have to agree. The way this cop is crashing out, chances seem likely that his phone call was a source of frustration and he's taking it out on the citizen that honked at him.
