I had this happen after a cop whipped an illegal U-Turn to get behind me. It's because they like to run your plates and review your record before they make a stop - to be sure you aren't in a stolen vehicle and you aren't a dangerous felon.

The cop was angry because he didn’t actually have a reason to pull the guy over yet… the cop was going to follow the guy until he did something he could justify pulling him over for.

Pull over into what? Oh, right, the emergency lane. Did you have an emergency? No? wild, huh.
