Complaint forms should be available online in any and every state. For all police departments.

I’ll never understand cops trying to be all mean & macho - he’s asking for simple things man, give him the complaint sheet & let him go. Then chief shows up, does the same thing- stop making cops look bad. Plenty of them are great people who get bad reps because of this.

You don't need a form. Just write the complaint on paper and send it certified. I realize they should have them and they are dicks for not, and they are trying to trick people into not submitting complaints, but you don't need their consent or their help. Every complaint must usually be investigated by law (and that process can be a joke too) but if you mailed it in certified they can never say they didn't get it and the process begins. They don't ask you for a form to pull you over, pat you down or arrest you. They just do it. Stop asking them for consent.

I get that the guy with the camera is as trolling for content but the cops played right into what he wanted. They should've come out and been super helpful that way his video is useless.

This is a very common practice at police departments. It needs to stop. The complaint forms need to be online and publicly available and tracked by unique identifiers so what is happening is a matter of discoverable record.
