The exploiter in Reich’s story is the one he conveniently leaves out: the government he wants empowered. A business offers a trade, you take the job or buy the product only if you expect to gain by your own standards, and the other side does the same. Reich calls that “exploitation.” His alternative is an institution that doesn’t need your agreement, takes regardless of whether you consider yourself better off, and then routinely makes the things it promises to fix more expensive. Apparently voluntary exchange is exploitation, but compulsory extraction is solidarity.
