a good spring will do the job. And it's not safe to use strong magnet because they will erase your phone and your credit cards.

The force of two repelling magnets is non-linear, meaning the closer they get to one another the greater the force, twice as close 4 times the force. This makes going over small disturbances easy because the suspension deflects easily at first, greater disturbances are resisted with greater force. Traditional springs are linear, twice as close, 2 times the force. A hydro-pneumatic suspension, such as in a Citroen, behave very much like the magnetic suspension.
