This is pure fantasy theater. A sophisticated anti-ballistic missile (ABM) defense system isn't a PowerPoint slide or a coalition press release you whip up because Russia is lobbing Iskanders and Kinzhals at your cities. It's one of the most complex, expensive, and time-intensive engineering feats in modern warfare. You don't "build" it overnight—or even in a couple of years—while dodging hypersonic threats. Saying "we're building a European ABM shield" right now is like a guy whose house is on fire announcing he's collaborating with his neighbors to invent and mass-produce a fully autonomous robotic firefighter fleet... by next summer. Meanwhile, the flames are spreading and he's begging for buckets of water from the one neighbor who actually has a hose (the U.S. Patriots). You need decades of quiet R&D, billions upon billions, iterative testing against real threats, and industrial capacity that isn't getting shelled. This isn't innovation — it's coping. Desperate rhetoric to keep hope alive while depending on whatever limited Western aid trickles in. Talk about self-reliance is fine in peacetime. In the middle of a brutal war of attrition? It's delusional theater that wastes time better spent on immediate, proven systems. Europe has production capacity for some things. Not miracles.

We signed a Drone Deal agreement with Denmark. This is already Ukraine’s ninth such agreement, and it is important that more and more partners are joining this format, which opens up greater opportunities for joint defense production, the exchange of expertise, and transparency in weapons exports. Everyone can see the ballistic missile threat posed by Russia – and this threat is growing. At the same time, Russian enterprises that manufacture ballistic missiles are still not subject to strict global sanctions. Some key Russian enterprises involved in ballistic missile production are not under sanctions imposed by the United States, the United Kingdom, Japan, Switzerland, and other jurisdictions. Of the seventeen key Russian enterprises involved in producing ballistic missiles, most, unfortunately, can exploit sanctions loops in the jurisdictions of various partners. We need greater coordination, daily engagement with partners on sanctions, and greater synchronization of sanctions. Unfortunately, one of the worst consequences of Russia’s war against Ukraine – and of Iran’s tactics as well – is that potential aggressors around the world can see how much harm ballistic missiles can inflict on human life. The global ballistic missile threat will therefore continue to grow, and all anti-ballistic defense capabilities must grow as well. Anti-ballistic capabilities are now in short supply globally because of the war with Iran, but we must look for solutions. We are trying to accelerate work in Europe on producing our own anti-ballistic capabilities on the continent in sufficient quantities. We will also continue engaging with the United States regarding its ability to support Ukraine. The PURL program is working, and we are grateful for that. Europe is helping us financially. Europe must finally equip itself with real strength, real ability to defend its skies, its land, and its sea against any type of attack. In particular, this means building sufficient air defense production capacity — both against drones and against ballistic missiles.
