When the fire reservoir containing 187 million gallons of water is completely drained, the fire hydrants are purposely not tested, and you get fined for clearing brush, the power is left on, testing and breaks are not done, plus the insurance companies drop all your fire insurance, and they still don't open any reservoirs when your in the midst of a fire; that is not a accident people. That is on purpose!
