The note, authored by Tobias Adrian, the IMF's Financial Counsellor and... head of its Monetary and Capital Markets Department, describes how permissioned shared ledgers, programmable financial assets, and smart contract-based risk management are fundamentally altering how settlement, liquidity, and systemic risk operate.
