I lived in a village in the Dominican Republic and you could see through the walls,metal or leaking thatch roofs, and dirt floors. it was the everyday. Rolling blackouts, losing power for days was completely normal when I was there. Lots of candles and oil lamps.

So the people own the buildings but don’t repair them? Part of owning something is taking care of it
