Curious Carney play: He frames US demands for alignment on tariffs with third countries (steel, aluminum, derivatives) and any language restricting Canada’s ability to cut independent trade deals as a novel “power play” that tramples sovereignty—something “Canadians wouldn’t accept” and that this government will never swallow Yet Canada already... accepted free-trade limitations in the CUSMA deal itself. Article 32.10 requires notification of any FTA talks with a “non-market” economy and gives the other parties the right to terminate CUSMA on six months’ notice if one goes ahead. That clause was inserted at U.S. insistence precisely to constrain Canada’s (and Mexico’s) freedom to deal with China and similar partners. Canada signed it (see reply) Now the US is simply leveraging the same integrated-market logic and the same leverage point—alignment against non-market capacity, transshipment, forced labour—to extend the precedent. Carney’s rhetoric treats the idea of restricted trade autonomy as unprecedented when the precedent is sitting in the very agreement that still underpins most Canada-US commerce Sovereignty talk is fine.
