The attached video features Dr. Mohamed Nur Ga’al, Speaker of the Galmudug State Parliament, speaking yesterday at a forum in Mogadishu about the Federal Government’s handling of the ongoing Galmudug parliamentary election. His candid account, which drew both applause and laughter, laid bare the extraordinary irony of the Federal Government’s unilateral approach and the subordination of Federal Member States. The so-called “direct election,” presented as a major democratic milestone for Somalia, has, in his telling, reduced an entire state leadership to the status of bystanders. Dr. Ga’al began by explaining that both Galmudug and Southwest State had effectively been excluded from the process: “We (Galmudug State) and Southwest State are in the same situation. I do not know whether the Benadir Regional Administration had any role in their election, but as for us, we have been sidelined. The Galmudug administration was told by the Federal Government that we would have no input or role in the election.” He then described the only option left to members of his administration: “We were told that if any of us wanted to run and keep our seats, we were free to compete.” He concluded with perhaps the most striking observation: “But as things stand now, our entire administration in Galmudug is effectively a guest of the Federal Government. If they give us something, we are grateful; if they deny us something, we simply surrender.” This is one of the most astonishing political admissions I have heard in years.
