A staffer for Ivan Bates came outside and told the family that the Mosby regime made the decision not to prosecute the case, and there was nothing that Bates could do. Activist Kinji Scott says that’s passing the buck.

Rochester’s family said they are planning a rally in front of the State’s Attorney’s Office for Thursday at 4 pm, hoping Bates will reconsider charges..
