I think that the tracker can be remotely controlled but also through the stepping, that’s prob why after they saw it was on they turned it off so u didn’t see

"The product will be collected" from the video has me wondering if that's what it's about. If someone was "left" with the boots on, they'd know where to go for them kinda thing. Or the last person that had them put the tracker in to see what happens. Just a few ideas. Stay safe!
