It was recently drained, cleaned of algae and debris, and the bottom coated in bright “American flag blue” paint to fix leaks and make it look cleaner. That’s exactly what’s lit up on the bottom right now, that vivid blue coating. It’s part of the same big beautification push as the fountains. There was some “8647” graffiti sprayed on it while it was drained, but that was vandalism, not part of the project. The Park Police cleaned it up.
