I believe he answered in regards with the question, issue with NERD? The question was not if previously registered PCMs needs it in camp or not. He just answered, that is the federal government that added it to them (NYSC) as a criteria for coming to camp. My own understanding.

In summary, the NERD extension was given till batch A2 because of the waiver meaning those that registered last year November don't need to register NERD, but those that registered this year (fresh registration) will use the NERD
