National Intelligence Council Assessment on FOREIGN THREATS to 2020 U.S. Federal Elections. We judge that Russia, China, Iran, as well as many nonstate actors, have the capability to conduct such activities. Beijing has expanded its cyber collection of data related to the 2020 US elections by carrying out opportunistic intrusions against US private sector entities in efforts to collect information on US political candidates, campaigns, donors, and voter data. Iran is conducting an influence campaign to undermine the current President and US democratic institutions, and to divide the country in advance of the 2020 elections. We assess that hostile actors could exploit internet-connected election infrastructure-such as voter registration databases, pollbooks, and state or local election officials' websites-because of its ease of access and comparative lack of security. These systems are designed for accessibility, commonly through web portals, making them vulnerable to a range of malicious cyber activities. A committed adversary could potentially use access to these systems to disrupt or sow doubts about our democratic election processes. We assess that hostile actors could also manipulate systems that count or tabulate votes, such as voting machines on a localized basis, but it probably would be difficult to coordinate a campaign to alter voting results on a wide scale. Post-election audits and paper trails also most likely would uncover such efforts in the nearly all US states. Supreme Leader Khamenei probably has authorized the influence campaign. These efforts focus largely on creating or amplifying social media content that criticizes the President and recirculating existing news reports, memes, and hashtags focused on US civil unrest, domestic protests for racial justice, mail-in voting, and the administration's handling of the COVID-19 pandemic. Iranian-contract cyber actors tried to compromise a server associated with a US business involved in election infrastructure. Google announced that Iranian-linked cyber actors had unsuccessfully attempted to spearphish email accounts associated with campaign staffers working for the US President. Iran pursues such efforts in part to acquire derogatory information it could release publicly, as well as to inform its broader aims of weakening the US and damaging its standing abroad. Criminal or other nonstate groups also have the capability to compromise US election infrastructure. Gaining access to election-related systems could allow them to disrupt the voting process, steal sensitive data, or undermine confidence in the election results. Key Points: Easily Hackable Voting Equipment: All electronic voting equipment can be hacked as they must receive programming before each election from memory cards prepared on election management systems. These systems are often connected to the internet and run outdated Windows versions. Spread of Malware: If a county election management system is infected with malware, it can spread to USB drives, which then transfer it to voting machines, scanners, and ballot-marking devices throughout the county. Programming Practices: Most U.S. election systems are programmed by local county officials or third-party vendors. They use previously used USB drives on internet-connected computers before plugging them into scanners, tabulators, and voting machines. Outdated Systems: In 2019, the Associated Press reported that most of the 10,000 election jurisdictions, including swing states, were still using Windows 7 or older systems for ballot production, vote programming, counting, and reporting. End of Windows 7 Support: Windows 7 reached its end of life on January 14, 2020, with Microsoft stopping technical support and security updates. Remote Access and Modems: Voting machine manufacturers have installed remote-access software and wireless modems, connecting voting machines directly to the internet. NBC News reported in 2020 that ES&S, the largest U.S. election machine vendor, had installed at least 14,000 modems. Dominion Voting Systems: The second-largest vendor, Dominion, has publicly acknowledged using modems in their machines and running remote-access software during the 2020 election. For example, in Georgia, election worker Susan Voyles testified that Dominion employees operated remotely on ballot-marking devices and poll pads. Findings from Wisconsin and Michigan: Investigations found Dominion and ES&S machines online and connected to the internet. In Michigan, a modem chip was discovered in an ES&S voting machine, potentially allowing hackers to intercept and manipulate election results. Conclusion: Hackers can potentially infiltrate elections through vulnerable USB cards, election management systems, and voting machines themselves. This underscores the urgent need for securing America's election infrastructure.

The Halderman Report proved that votes can be ALTERED on Dominion machines, revealing critical flaws and features that let insiders flip votes either on-site or remotely, even subverting paper trails. Dominion voting machines, specifically the ImageCast X and ICX ballot-marking devices, have severe, exploitable security flaws that allow votes to be altered. All used in the 2020 election and others. Malicious actors, corrupt insiders, including hackers with physical access, corrupt election officials, or remote attackers via election management systems, can change election results without detection. These vulnerabilities undermine the entire election process, subvert audit trails and paper records, and prove the machines cannot be trusted. The flaws pose an ongoing threat to U.S. elections with obvious strong implication tied to the stolen 2020 election. Arbitrary code execution is extremely vulnerable allowing an attacker to install malicious software on the machines. This can be done with temporary physical access, even by a voter at a polling place, or remotely by compromising the central election management system, the EMS, then spreading malware to every ballot-marking device in a jurisdiction. If one computer or machine is attacked or compromised, then ALL of the machines on the network are compromised. There is a vast variety of vote alterations capable. Malware can modify the QR codes on the paper ballots printed by the machines, effectively changing the recorded votes while the paper trail appears normal to voters and auditors. Multiple severe security flaws discovered across nearly every part of the exposed system, including how election definitions are loaded. Proof-of-concept attacks were demonstrated by Halderman and his team showing it was possible to secretly alter votes on test machines. These attacks can bypass procedural protections practiced by states, logic & accuracy testing, chain-of-custody, etc. The report concludes that the vulnerabilities are serious enough to allow large-scale vote manipulation in our elections and most likely already have before and post 2020 election.
