Rapturous Harmony Limited appears to be part of the private corporate structure of Hong Kong’s Kwok family, the family behind the Wilson Group — but the exact beneficial shareholders of Rapturous Harmony itself are not publicly visible. New Zealand's Overseas Investment Office records show Rapturous Harmony acquiring the Wilson Global Group holding structure from Wilson Offshore Group Holdings (BVI) Ltd. Crucially, the regulator described this as an “upstream reorganisation of related party assets” — in other words, not an arm's-length sale to an unrelated new owner. So I dug into the Panama papers.. The 2016 Panama Papers investigation found that Wilson's ultimate BVI holding company was controlled through companies associated with the Kwok family of Hong Kong. Wilson itself acknowledged at the time that the ultimate BVI company was owned by private Kwok-family interests. Raymond Kwok and Thomas Kwok were identified in the corporate structure. There is a further current connection: Raymond Ping Luen Kwok and Edward Ho Lai Kwok remain directors of Wilson Parking New Zealand, whose current ultimate holding company is Rapturous Harmony. put it this way: Rapturous Harmony Limited is almost certainly a Kwok-family-controlled holding vehicle for the Wilson Group, but I have not found a public Jersey record that lets me definitively name the individual beneficial shareholders of Rapturous Harmony itself. And one correction worth making: I wouldn't yet call Rapturous Harmony a “shelf company” as a fact. It is certainly a Jersey holding company, and its public-facing footprint is extremely thin, but “shelf company” has a particular meaning and I haven't found evidence proving it was bought off-the-shelf. What makes this worth digging into is that Wilson Security has very substantial Australian government business. One current Defence Base Services contract has been reported at roughly $430 million, and cumulative federal contract notices linked to Wilson Security run into the hundreds of millions. So I checked the Jersey Register. the previous ultimate holding company is well documented. The Panama Papers investigation found that Hong Kong billionaire brothers Thomas and Raymond Kwok effectively controlled Wilson Offshore Group Holdings. NOW THE KICKER....... Wilson Security is Australian incorporated but appears ultimately Hong Kong/Chinese-family controlled through a Jersey holding company. Wilson Security currently provides ADF base security in NT, SA and WA.......ONLY.......... Make of this what you will. Also some of my info could be inaccurate, you would need to check.
