Walking around in standing water near the 3rd rail? Absolutely crazy unless power is removed, which it definitely wasn’t.

They do this all the time. I’ve seen workers and motormen on both NYCTA and LIRR walk over and around third rail frequently. As a kid, one even had me do it (LIRR Atlantic Terminal tracks to get to his office) Pretty unbelievable tbh. One wrong move and you’re done.

Wet branches removed from the third rail while standing in water? No gloves? Why is this person not toast? Bad guess: rain water may not have impurities unlike flooding from sewage overflow. I am not sure the limbs were touching the rail or the guard above. But even getting close in water is not something I would do.

Would have just drove over everything in my path. I'm not getting out to remove stuff.
