Who pays for the damage? Taxpayers money is often wasted like these unplanned constructions and then remedial

Well, yeah there’s no other way to get that out when the bottom half of the drain is much wider than the top.
Just reading through these comments, I can see that the majority of the people don't actually know what all goes into a manhole. More often than not, the manhole isn't just as narrow and cylindrical as the lid is. The manhole itself is actually a cone shape that is much wider at the base than the top.
