The GOP is making a big mistake by counting of Kevin Lincoln to flip CA-13. I don’t think the GOP has done any vetting on this candidate who is going to blow the GOP’s chances of flipping a D+2 seat. In 2024, when Lincoln ran for Congress and failed, he made a campaign commercial about how his father is homeless, and how he saw his father on the side of the road one day and his father asked him for $1. Lincoln said this is what made him want to run for Congress. At the time he made this commercial, he was mayor of Stockton, CA. According to the 2024 Point-in-Time Count released by San Joaquin County authorities, under Kevin Lincoln’s tenure, the county's homeless population more than doubled from 2,319 in 2022 to 4,732 in 2024—a 104% increase, with 73% of individuals unsheltered. Stockton accounted for the majority of the county's homeless individuals, recording 2,996 in the 2024 count, or more than 63% of the total. Much of the growth in unsheltered homelessness occurred within city limits during Lincoln's term. Kevin Lincoln said his father’s homelessness inspired him to run for Congress. As Mayor, he increased homelessness by 104%. I’d say he failed. Why does the GOP want to throw away an opportunity to flip a D+2 seat by betting on a candidate who always fails to produce positive change? Homelessness is the #1 issue for constituents in CA-13.
