I've been able to get dialup to work from Windows 98 but so far no luck with Windows 3.1

Can you send dialup over cellular if it is higher fidelity call quality like the newer carriers offer?

Actually if you didn't want to browse the web and just play with a friend / transfer data, you could call and connect directly through the PPP-protocol without Ethernet. Completely free without an ISP... This is unusual today but still common in Packet Amateur Radio.
