Someone can sit in a boardroom and approve such a plan on an already narrow busy road serving Nyali , Bamburi and onwards even Mtwapa Vipingo +++ Links Road is already too narrow for all the traffic due to all the new apartment blocks. A plot that used to house one residence suddenly has 80 apartments which means 100+ cars . Who needs a flower bed on a major road busy commercial street, links Road is now a commercial road.
