Can We Flush Tissue Paper or Napkins in Toilets? The recent Air India toilet clogging incident has brought us international embarrassment. A Delhi-bound Air India flight had to return to Chicago after two hours because 8 out of 12 toilets got blocked. This happened because some passengers flushed plastic bags, sanitary napkins, and other non-disposable items into the toilet. In India, we are more accustomed to using water for cleaning, unlike in Western countries where toilet paper is commonly used due to the cold climate. Even though we now use Western-style toilets, many of us still prefer washing with water; either with a bucket or a faucet. One key difference between Indian and Western toilets is that Western-style toilets are meant to remain dry. Wet toilet seats are considered unhygienic and unpleasant, especially in Western cultures. Unfortunately, some men urinate without lifting the seat, making matters worse. With changing habits, people have started using toilet paper to dry themselves after washing. However, many are unsure about how to dispose of it properly. Some throw it in the waste bin, which is unpleasant for the next user and inconvenient for the person who cleans the toilet. The correct way to dispose of toilet paper is by flushing it, as it is designed to dissolve in water within 20-30 seconds. However, not everyone knows the difference between toilet paper and tissue paper, paper napkins, or wet wipes. These items, along with sanitary napkins, should never be flushed. Unlike toilet paper, they do not dissolve easily and can clog the drainage system. Unfortunately, some passengers on the Air India flight made this mistake, leading to a major disruption. Even as citizens in Delhi-NCR continue to gasp for clean air, with PM2.5 silently & irreversibly infiltrating their bloodstream (with documented long-term health risks), the Commission for Air Quality Management has chosen to lift GRAP-3 and scale the conditions down to a modified GRAP-2. This decision is based on optimistic forecasts from IITM Pune and India Meteorological Department that air quality will improve by tomorrow. But what if these projections turn out to be wrong? On 26 October, the average AQI for New Delhi stood at 390, barely 10 points below the GRAP-3 threshold of 400. So, from where did they get the figure of 327? From some well sprinkled monitoring station? Ground reality is far more alarming. Barely an hour ago, Greater Noida recorded an AQI of 550, with PM2.5 levels nearly 30 times higher than the permissible limit. Yet decisions continue to be driven by 24-hour averaged values drawn from multiple monitoring stations, some of which in Delhi are operating smog guns and sprinklers, effectively suppressing real-time readings and masking actual exposure levels. At a time when public health should be the highest priority, relying on hurried strategies based on limited forecasts and small sample modelling may not be the most prudent approach. When the health implications are long-term and affect every age group, erring on the side of caution is not just advisable, it is responsible governance. This is not a time to score brownie points. It is a moment to protect lives as ill effects will be known many months or years later. The Delhi Environment Minister Manjinder Singh Sirsa announced this decision almost triumphantly, noting that hybrid mode in schools and 50% work-from-home will be withdrawn as if in compliance of CAQM decision! Delhi & other State Governments are free to exercise more caution then what CAQM suggests. One can only hope that CAQM’s optimism proves justified and that we will not be forced to reinstate GRAP-3 in the coming days. Halal Certification Versus FSSAI Certification Quality Council of India (QCI) is an Autonomous Body under the Department of Industrial Policy and Promotion of the Ministry of Commerce and Industry, Government of India through an Executive Order in 1997. Under the said Act, certification of food Items by the statutory body Food Safety and Standards Authority of India (FSSAI) is mandatory, and as such it guarantees quality of food items. Unlike the FSSAI, the QCI is not a statutory body and has no legal authority. The purpose of its creation was entirely different from that of FSSAI. Yet, under the unholy patronage of RSS-BJP-Modi, Adil Zainulbhai more or less nullified the Act of Parliament namely, the Food Safety and Standards Act, 2006 and the statutory body Food Safety and Standards Authority of India, by giving official recognition and primacy to Halal Certification under the aegis of Quality Council of India. India is a constitutionally secular country. When the Parliament has provided a comprehensive secular legal regime for certification of food quality, etc, how can the Government undermine and negate that Parliamentary mandate by bringing in a religious regime (Halal Certification) through backdoor? Finally, I do not blame Adil Zainulbhai because he merely used the opportunity of the official position to promote his religious (Islamic) interests.
