This is categorically false, military performance reviews are the fluffiest of fluffy hand jobs. Every service has to go to complex mathematical formulations to make them meaningful at all.

It depends on the service. I have both read and written some brutally honest Performance Evaluation Reviews in the RCAF. When I had to write on my USAF subordinates, the 1st draft was almost always returned to me with a note that said "You can't say that, it'll end their career."

But it should. As a child of the 80's and Nancy Reagan's "just say no" campaign, we were always warned about "peer pressure". Well, that "peer pressure" can be a force for good also. Your coworker is shitty? Have everyone tell them. They'll stop being shitty or they'll quit.
