Disasters like the BoM website update exemplify exactly why we need to build capacity in the public service and reduce our over reliance on consultants. A robust public service will always provide better value for money and better quality for the taxpayer dollar.

Strongly agree Barbara. A saying I learnt working for Defence was: “A consultant borrows your watch to tell you the time.” Finding out the time from a consultant is never free!

The BoM 'upgrade' was shocking, but I highly doubt that a govt dept would be better. The BoM debacle is a classic case of 'don't fix anything that isn't broken'. Please don't throw any more of our money anywhere on behalf of BoM. PS. CO2 DOES NOT drive any form of climate change.

The private sector can do a lot of these better than any bureaucracy. But a lot of cost increase comes because the public service struggles to adequately scope projects and then make constant changes along the way - because they can and no one says no!! And there are many many stakeholders and hundreds of meeting. It all costs money.,So, the cost is not just consultants ripping off the system. And there’s a lot of that too. But working with the public service can be a frustrating process and with a lot of wasted work. What you need are a few good managers. At the moment there are just about as many managers as workers!!

So well said. The outsourcing in so many areas of Government at the Federal and State level has been an abysmal failure as has the SES gravy train since it inception in the 80’s. It’s actually gutted frank and fearless advice, replacing it with sycophancy just after the coin.

The BoM website debacle was down to Murray Watt’s incompetence as Minister. He should have been reviewing the proposed changes, with key stakeholders. He’s not up to the responsibilities of a Minister.

Senator, Have you been able to discover the basis of the original BoM need to undertake the significant upgrade and the thread of the budgetary funding requirement to accomplish it ? There must be some underlying docs which authorise the appropriations. 🤷

Especially when they choose Accenture Australia, owned by an Irish company whose main shareholders are Vanguard and BlackRock.

@SpudBenBean This was a failure of public service governance & contract management. Recruiting more IT people isn’t the answer. Why? These home-grown public service IT failures: - GovERP 2024: abandoned ($340 mill) ❌ - Integrated Cargo System 2005: collapsed for weeks ($225 million) ❌

The Vic EPA have spent millions updating their waste tracking system - which was needed. However as a receiver of waste you could not search the database for material you logged as being received by date. And when they did allow it they used 'Zulu' time not Vic time.

The new BOM website failed to show big incoming storms with hail in SEQ last week. Relying on BOM info is now actually dangerous. It serves no purpose at all.

Yes and no. I work in website redesigns and companies should not have the BAU workforce required to do a redesign of this scale. That said, McKinsey was a very poor choice by the Morrison Government to take on this redesign and they failed. Change management is also needed.
