Yes, the people making death threats against non-Monarchists are the victims, in his mind. And then he makes additional excuses for them because they too have suffered at the hands of the Islamic Republic (which is true). But the bottom line then is that a) their undemocratic mindset is neither a problem nor wrong, b) they have to conceal it better by "curbing their statements" even if it violates their free speech, c) and that they have to do a better job pretending to be democratic and pluralistic by adopting its language, but not its meaning.
