This has been an issue for a long time. When I was in the Navy and we were conducting counter-drug operations, we dealt with similar situations involving Chinese fishing vessels being used to support operations at sea. Back then, it could be frustrating—we'd intercept and investigate suspicious vessels, but often there wasn't much more we could do and they'd eventually be allowed to continue on. Nice to see authorities going after the logistics supporting the trafficking network, not just chasing the individual drug boats. Taking out an at-sea refueling capability makes it considerably harder for those boats to operate over long distances.
