why is dashcam driver not using wiper?

this reminds me of driving through a city

It was clear the driver wasn’t attentive. Dash car driver could have honked loudly and woken up the driver.

Looks like it, around 18 sec mark the driver made a hard left turn and lost traction. Vehicle with ESC would have helped to an extent.

Looks like Aquaplaning led to the accident. Speed should be very less while raining however it is difficult on a highway. Also the Dashcam driver has almost no visibility as he's rarely using his wipers...

Appears to have dozed off and then overcorrected.

Scary, why is the dash cam driver not having his wipers on continuously he too driving on high risk.

The dash cam driver thinks he has to pay GST if he uses his wipers.

It seems be a heavy rain and road is not straight rather frequently curved, so speed was the major problem. and I think the dashcam car's speed was also the same.

Lost with scenic view and curves with calm rain.

Totally distracted.I guess the driver was on the phone perhaps shooting a video, perhaps of him going down the ditch.
