As you said there's Mick Foley if they want him to be the talking head for Tony Khan. He just needs to be known as The Representative. Sting is another option simply because Sting would be a no nonsense talking head. If they want someone smaller in the role then Sonjay Dutt as TKs assistant would do just fine. If you wanna go completely ridiculous then you could have RJ City as the assistant. He can occasionally take a bump from a heel or whatever for being the annoying little dork that keeps on ruining things for people. You want to give someone the role where they represent Tony Khan but most likely will never have a match. A neutral party.
