It’s probably one of those new bulbs that are battery powered and this person is trying to trick people.

I have a few of these bulbs in my house. It's a rechargeable bulb you can put in a socket that will charge up while the power is on and then turn itself on when the power goes out. In the video, the light flickers on when the water flow manages to complete the circuit.

I'm not a bulbologist, but I suspect there may be a capacitor in the bulb to regulate power flow, and the water is momentarily completing the circuit, allowing the stored energy to power the LEDs.

Possibly some residual energy trapped in the lightbulb. Running water across the base completes the circuit.

It’s a rechargeable bulb. The water is conducting it on when touched.

Those bulbs have a built in battery. I have one. Water closing the circuit.
