9/11 thr Bush admin passed a provisional law allowing Presidents to mobilize the military against “terrorist organizations”.

It’s a misunderstanding — the president can bomb something without approval from Congress. That bombing does not mean war. It’s semantics, but as a Marine you know that “words mean things” even though “perception is reality”.
