It actually affirms the existence of the May 19th addendum, which waives all tax liability by Donald Trump and Donald Trump's kids and the Trump organization. So if anything, this actually makes things worse.

Cuba can provide oxygen and a victory narrative for Donald Trump, giving him new life in the midterm elections. Even with further mistakes in a new Iranian operation, closing the cycle of interventions with a victory in Cuba brings a major prize for Trump. The $100 million in aid provided by Trump is part of a plan he is working on to ensure less hostility during a military action.
