Tough call to make here without the full story. Did this truck there have maybe needed to use it, but got his trucked stopped and is waiting for assistance? The shoulder is quite narrow after the Ramp. Maybe that was his only choice. The full story is necessary. JMO

Highly doubtful they can even read english . Part of a CDL should be reading and speaking English-speaking. Google translator is no substitute .

$100 bucks the driver is illegal alien or green card. Most have been given CDL without being able to speak or read English. CA looks the other way. How would I know. I escaped CA and I had to deal with these type of drivers every day where I operated my biz.

I've seen how effective these ramps are. Blocking them puts truckers and other drivers' lives in danger.

how do you know they didn't have an emergency but got it stopped before the gravel pit?

How do you know he didn’t think he had an emergency and was playing it safe fortunately, he was able to stop in time without the brakes failing?

How do you know he didn’t have an emergency that just didn’t involve the truck “running away” but still very much needed to pull over. Don’t they have radios so he can warn other truckers that are in ther vicinity that he’s in there

Where do you leave your failed truck after it comes back down the ramp?
