Every once in a while they wear regular clothes, but what is he looking for BALLOTS? If he’s a really a Mail Carrier and at work, then just gather the mail and go, why is he sorting through it? And why isn’t he driving one of their vehicles, but that red truck?

Mail carriers can wear plain clothes and use personal vehicles, sorting through it is apart of the job it's proberly more convenient to do it right then and there then sort it after doing all his runs. Just think of Occam's razor. He has a key, he probably belongs there.

I worked for USPS for 21 years. It appears to be a supervisor collecting the mail. He had to have a key to open the door and he scanned the barcode inside the box with his scanner. The scan has to be scanned after the time of day that is shown on the collection box

You can put your ballot in the mail but it's slower and can get lost. The safer faster thing to do would be to drop it off at a designated drop box. Some are in the government offices or schools. There should be a list given in the sample ballot of proper drop off boxes.

He has a scanner in his hand. There's a barcode inside the box that needs to be scanned indicating the box was cleared of outgoing mail. Rural carriers don't get an allowance for uniforms.

USPS uses to many contractors any more, can’t trust them to deliver mail timely. I worked for the post office and NEVER sorted mail taken from the box.

Don’t make assumptions. He could be a Rural Carrier / RCA and they have no uniforms. There is a lot of them nationwide. Not saying yoy are wrong… just be careful and make sure he is not USPS employee
