Government employees in America do the same scam. Try to cut they payroll, benefits, or pensions. They light the place on fire. Then bank on the overtime to clean it up. The migrants are the line items that fund the "Civil Servants" it wont stop.

The French Teachers Union, Fire Fighters, COPS, bureaucrats etc. Were faced with pay, benefit, pension cuts. Now they making bank. The Teachers Union in America did the same thing during No Kings. The government employees need the migrants. That is their growth market, and smokescreen that covers the overtime/pension fraud.
