It's a 140k bbl/d increase and have to wait until April is because they hope temperatures will cooperate and they can achieve it with diluent reduction. Oil companies have optimization to be able to move their product as efficiently as possible down to science and science they spend countless dollars on. We have no ability to ship more oil for the simple reason everyone with a functioning IQ has been screaming on for years: we need more pipelines!
