Not sure if it is at all true(or counter-intelligence?), but I have discussed this on several occasions. It is mostly outlined in a book called China's Super Psychics by Paul Dong. Hal is referenced in the book. This is the most public detailed account of these claims I've seen.

I think there is a fundamental misunderstanding of what we call teleportation. These children may not be perceiving reality as a fixed, solid structure in which movement has to unfold chronologically, frame by frame, from A to B. From that perspective, they are not moving an object through space in the conventional sense. They are shifting where that object is physically expressed. If everything ultimately unfolds within the same underlying now, then the sequence itself belongs to our perception. We experience movement because we normally perceive the intermediate frames. That distinction matters. There is no need for an object to dematerialise, travel through space, and then materialise again. Its physical expression simply ceases at one point and becomes expressed at another. Imagine taking a photograph of yourself at the starting point. Then remove every photograph and every frame of video showing the physical journey between that point and the destination. At the other end, you take another photograph. First frame: you are here. Next expressed frame: you are there. No visible sequence connecting the two. No physical journey expressed in between. That is essentially what I mean by “skipping frames.” And the deeper point is that the “object” itself may not be fundamentally solid in the way our senses tell us it is. What we experience as a continuous physical world could instead be the way consciousness translates a deeper structure into something stable, linear and navigable. If these children intuitively relate to reality in that way, then what appears impossible from inside our ordinary perceptual framework may simply be a different way of interacting with that framework. This is also why ideas such as holographic reality or simulation keep resurfacing. “Simulation” does not mean fake. An experience can be completely real while the underlying mechanics are radically different from what our senses present to us. Physical reality may be the framework through which experience is organised, explored and understood, while what we fundamentally are is not necessarily limited to the physical expression appearing within it.

The reality of other dimension is an unproven theory. The idea of dimensions beyond our 3D space + 1D time primarily stems from String Theory and M theory, which mathematically require 10- 11 dimensions to reconcile gravity with quantum mechanics. There is NO evidential proof.
