Ebuteli pushes Kinshasa's anti-peace agenda in DRC The Kinshasa-based think-tank Ebuteli, led by the American Jason Stearns and the French-German Christoph Vogel Christoph N. Vogel, organized a briefing on Dec 8-9 under the patronage of Patrick Muyaya, spokesperson of the Congolese government. The US ambassador to DRC and EU representatives, were present in the audience. Stearns and Vogel lead a network of anti-Tutsi and anti-Rwanda activists, journalists, and analysts, including the members of the hate group LUCHA 🇨🇩 such as its founder and leader Fred Bauma, who also serves as the Executive Director of Ebuteli. The Congolese “historian” Isidore Ndaywel, known for his extremist anti-Tutsi rhetoric, was also invited by Stearns and Vogel to brief the US and EU diplomats. Pr. Ndaywel has been commissioned by Kinshasa to promote the Genocost campaign, as evidenced in a presentation given at the side-event to the 60th Session of the Human Rights Council in Geneva in September. (Source below) In this presentation, Pr. Ndaywel promotes the Hamitic ideology which led to the 1994 genocide against the Tutsi in Rwanda killing 1 million Tutsi in 3 months. Pr. Ndaywel claims that the Tutsi, invaded Rwanda from Uganda in 1990, led a war of conquest to exterminate the Hutu in Rwanda, and then continued a “Tutsi colonization plan” (theory spread in the hate media Kangura in 1990) in Congo. Pr Ndaywel does not simply here promote the double-genocide denialist theory but he directly denies the 1994 genocide against the Tutsi in Rwanda, by reversing responsibility between perpetrator and victim. Ebuteli, in organizing this briefing in Kinshasa, while continuing to promote through its network, a narrative which puts the blame of the DRC crisis on the persecuted Congolese Tutsi communities in North and South Kivu, seeks to sabotage the Washington and Doha peace agreements. Stearns and Vogel while benefiting from Kinshasa’s political endorsement and promoting its political anti-peace agenda, maintain a narrative of chaos which ignores the root causes of the DRC crisis, namely, the 30 years long government-sponsored persecution of Congolese Tutsi.

Following his surrender in 2016, MONUSCO turned him over to the Government of DRC (S/2016/1102). Like all Africans and beyond, I am deeply saddened by the situation in the Eastern Congo. I want to pass my condolences to South Africa on the death of its soldiers who have died in pursuit of peace in the DRC, and everyone who has been killed by this crisis. Today I took time to understand the issues and the root cause of the Great Lakes crisis, you can’t understand it all in a day. I am not an expert on the Great Lakes, but I found two insightful videos featuring Tanzania’s founding father, Mwalimu Julius Nyerere, and former South African President Thabo Mbeki explaining it. Both leaders were actively involved in efforts to address the Great Lakes issue, with Nyerere engaging as far back as 1992 and earlier. The problem can be traced back to 1885 during the Berlin Conference, where Africa was partitioned among European colonial powers and borders were drawn regardless of ethnic sensitivities. Belgium, the colonial power in the DRC, and Germany, the colonial power in Rwanda, drew borders that divided the Rwandan Kingdom, incorporating parts of it into what is now the DRC. As a result of this partitioning, the Banyarwanda (including the Banyamulenge) ended up living on both sides of the border—in Rwanda and the DRC. Just like the Tswanas in South Africa and Botswana. Despite being Zairean (Congolese) citizens, the Banyarwanda in the DRC were often treated as foreigners by successive Congolese governments, and they faced significant discrimination. The situation worsened after the Tutsi genocide in Rwanda in 1994 which was carried out by the Hutus, when perpetrators of the genocide fled into the DRC, particularly to areas where Congolese Banyarwanda lived. These perpetrators formed a militia called the Democratic Forces for the Liberation of Rwanda (FDLR). The FDLR, which opposes the current Rwandan government, was later incorporated into the Congolese army, causing Rwanda to view their presence in Eastern Congo as a significant security threat. Rwanda objected to the persecution of the Congolese Banyarwanda by the Congolese Government and the FDLR in the DRC. Rwanda’s said its involvement in the DRC is rooted in its efforts to neutralise the FDLR and protect its national security, as well as to address the marginalisation of the Banyarwanda in Eastern Congo. However, this involvement has also sparked significant controversy and accusations of resource exploitation and destabilisation by the DRC. The M23 (March 23 Movement) originated from the National Congress for the Defence of the People (CNDP), a Tutsi-led rebel group in the DRC that operated in the mid-2000s. The CNDP was mainly focused on protecting the rights of Congolese Tutsis (Banyarwanda) who faced discrimination and violence, particularly after the 1994 Rwandan Genocide. Reports by Human Rights Watch in October 2022 revealed that the Congolese military supported the FDLR in their military operations against the M23 rebel group. At the same time, the Congolese government has accused Rwanda of supporting the M23 militarily. Currently the conflict involves the M23 and the Congolese army, with the DRC accusing Rwanda of deploying its troops on Congolese soil. As Nyerere points out in the video, the Zairean government stripped the Banyarwanda in the Congo of their citizenship, rendering them stateless. However, they are Congolese due to the colonial borders. What is clear is that this crisis is not an overnight problem, it has been there for decades, long before both Presidents Paul Kagame and Félix Tshisekedi were in power. What is lacking is leadership from the region and the continent to help both countries resolve this crisis once and for all. It is like a volcano that has been erupting periodically, the crisis is crying out for a modern day Nyerere or Mbeki. It is now unrealistic to expect Presidents Kagame and Tshisekedi to invite each other for coffee, it needs someone with gravitas to invite them. This crisis has no military solution except dialogue.

"300 Tutsi homes burned to the ground in Nturo by FDLR!" A report by Bojana Coulibaly As part of a book project on the Mechanisms of Genocide Ideology in North Kivu, my research partner and I went to investigate the infamous attack on the village of Nturo which took place in October 2023. ➡️ After conducting interviews with Nturo residents, we found that Nturo had about 300 homes owned by Congolese Tutsi. They were attacked by #FDLR on October 2nd, 3rd and 4th, 2023. This was 6 months after the #M23 withdrew from 80% of their previously controlled territory in the Rutshuru and Masisi areas, and one month before the withdrawal of the EAC forces. ➡️ During the main attack, the area was under control of the Burundian EAC contingent. ➡️ We found out that after the #M23 withdrew in March 2023, the 300 Nturo families were systematically targeted by FDLR-Nyatura-Wazalendo. The residents were persecuted and had to pay monthly taxes for cattle and land ownership to the #FDLR. People were killed when they could not pay the taxes. ➡️ The FDLR attacked Nturo several times after M23 withdrew, on the watch of the Burundian EAC forces. All the Nturo residents we interviewed agree that the Burundian EAC soldiers gave a green light to the FDLR-Nyatura-Wazalendo on the day of the main attack. This was confirmed in a video by one of the assailants. The complicity of the Burundian EAC forces with FDLR may be explained by their endorsement of anti-Tutsi genocide ideology. ➡️ On October 2nd, the big attack began. Two Nturo residents got killed during the attack. On October 3rd, FDLR, Nyatura and their families came and looted all the homes, loading trucks with the belongings of Nturo residents. Most residents had fled on October 2nd and 3rd. On October 4th, the assailants came with yellow canisters full of gasoline. They deliberately sprayed all the houses and set fire, which led to the total annihilation of the village of Nturo. ➡️ As we can see in the video footage, FDLR-Nyatura-Wazalendo clearly acknowledged that they were wiping of the map a "Tutsi village". ➡️ During the attack, the majority of Nturo residents fled to the Bwiza IDP camp where 17,000 IDPs had gathered from several parts of eastern DRC, after facing persecution by #FDLR & Nyatura for decades. ➡️ Since November 2023, Nturo residents have began to return to Nturo to rebuild their homes. Those who came in November 2023 witnessed attacks carried out by a FARDC Sukhoi. Indeed, according to the residents, seven bombs were dropped on Nturo. ➡️ When we visit Nturo today, we can see that all the houses have recently been rebuilt. ➡️ ➡️What happened in Nturo is illustrative of the politics of divisionism used by the Government of Kinshasa in its conflict against #M23, particularly through its collaboration with the genocidal force #FDLR. It is also representative of the impact of genocide ideology in DR Congo. ➡️➡️While the attack is slightly mentioned in the December 2023 UN Group of Experts report, it is certainly inadequate as no statement was done by MONUSCO & no investigation was ever carried out. In fact, around the time of the withdrawal of the EAC forces in November 2023, the Burundian army joined the DRC government coalition comprising FARDC, MONUSCO, #FDLR, Wazalendo and European Mercenaries, to fight against #M23. ➡️➡️The total annihilation of Nturo is proof that there is ongoing ethnic cleansing of the Congolese Tutsi in eastern DRC. It shows the impact of genocide ideology in the region, as systematic attacks on Congolese Tutsi in Kitchanga and Bwiza by FDLR also took place. ➡️➡️This tragedy similarly highlights that Nturo residents were feeling safe under the presence of #M23. However, when #M23 withdrew in March 2023, letting EAC take over, the security of Nturo residents drastically decreased. This particular element seems to legitimize the existence of #M23. ➡️➡️➡️ In view of these observations, could we conclude that #M23 is the solution to insecurity in Eastern DRC? The Point of No Return: DRC Army Calls for the Mass Killing of the Tutsi in DRC On Dec 29, speaking on behalf of the Congolese army, General Sylvain Ekenge delivered an official communication on the public TV channel RTNC.CD, in which he designated the Tutsi as the ultimate enemy to eliminate, including women and children. ➡️The FARDC Officiel SCIFA spokesperson indeed: 1) defines the Tutsi as the "Nilotic" foreigner/invader (from Abyssinia) who have come to "colonize" the Great Lakes, following the Hamitic conspiracy theory which led to the near-extermination of Tutsi in Rwanda from 1959 to 1994 (Video 1), 2) links the term Ubwenge (which means intelligence), to the notions of maliciousness, dishonesty, manipulation, deceitfulness, immorality, infidelity, perfidy, betrayal... which he attributes to the Tutsi as a definite, immutable moral characteristic (Video 1), 3) defines the Tutsi children as equally evil and morally corrupt (Video 1, 2), 4) establishes a symbolic link between the Washington agreement signed between DRC and Rwanda, and a "civil marriage" between a non-Tutsi Congolese man and a Tutsi woman (he describes as the primary tool of manipulation, betrayal, and deceit), thus comparing the Washington agreement to a "contract of betrayal" similar the infidelity of a Tutsi woman (Video 1, 2), ➡️ FARDC spokesperson then CALLS FOR ACTION against the designated Tutsi enemy. He says: "we need to keep our eyes open and to give the signal to begin..." ("nous devons ouvrir l'oeil et le ban"). By "we", he refers to FARDC and its coalition forces (#FDLR, Wazalendo, Mai-Mai, FDNB) and all non-Tutsi Congolese. His use of the expression "ouvrir le ban" constitutes, from a military terminology standpoint, and in the context of the DRC war, an open incitement to eliminate all Tutsi in the country. ➡️This analysis follows the notion of "DANGEROUS SPEECH" defined by speech expert Susan Benesch who has demonstrated that all the genocides have been preceded and accompanied by "dangerous speech" (which is harmful and calls for violent action against the targeted group), as opposed to hate speech (which is hurtful but not harmful). ➡️Benesch indicates that the most dangerous speech is the one pronounced by "a person of authority" who "has access to troops" in a context where the audience has been exposed, through repetition and over a period of time, to the same dehumanizing, discriminatory, harmful rhetoric against the targeted group. ➡️The FARDC spokesperson in his position of authority, under the highest command of the president of DRC Felix Tshisekedi, and owing to his "access to troops", constitutes a green light, and by extension a direct call, to all FARDC personnel and their coalition forces, as well as simple non-Tutsi Congolese civilians, TO ELIMINATE ALL the Congolese Tutsi, including infants.

It’s inconceivable to hear a mission to the United Nations utter that a country like Rwanda — 1) which following the most horrific & well planned genocide in the history of humanity, enabled by the same UN, USA and France, with permanent seats in the UN Security Council, and during its 30 years of reconstruction, has put a nation-wide institutional emphasis on unity, the living-together, the removal of division & toxic differences, the rebuilding of a cohesive nation where nation prevails over colonially-masterminded ethnicity, 2) which champions in gender equality with over 50% of women in parliament and is a safe haven for the LGBTQ community, 3) which has promoted & implemented transitional justice through home-grown solutions like Gacaca, a system which has allowed victims and perpetrators to rebuild their lives and fight against hate ideology side by side, 4) which has been at the forefront of the promotion and implementation of regional, continental and global peace, neutralizing terror in CAR, in Mozambique, contributing to peace solutions in Haiti, and has initiated, alongside the Netherlands and the USA, the 2015 Kigali Principles on the Protection of Civilians which "pledges for the effective and thorough implementation of the protection of civilians in UN peacekeeping", 5) which for 20 years, despite having to rebuild every institution and social service from ashes, has championed in UN peacekeeping around the world, becoming the 4th top contributor to UN peacekeeping missions after Bangladesh, Nepal, and India, and ahead of all the permanent Security Council members "lecturing" Rwanda today about "peace" in Congo, 6) which has signed and fulfilled its part of every regional and international peace agreement on DRC, 7) which is hosting 100,000 Congolese refugees expelled out of their own country and ancestral land for being perceived as "foreigners", "occupiers", "differently looking", "speaking their language", after they have been dehumanized, robbed of their modes of subsistence, lynched and raped, — supposedly, according to the DRC representative to the UN, “opposes itself to the “Hutu” in Rwanda” and is supposedly “an aggressor” in Congo where 260 armed groups operate freely, killing their own people and raping their own women, who fight alongside the DRC government itself which supplies them weapons and logistical support, and the FDLR whose members perpetrated the 94 genocide against the Tutsi in Rwanda, whose hate ideology and anti-Tutsi xenophobia has permeated every part of the the Congolese society and institutions, and all this in broad daylight and in full impunity, on the watch of the UN Security Council and its peacekeeping mission MONUSCO, “lecturing” Rwanda today about peace in Congo, emboldening Congo to keep the violence and chaos status quo, when in fact it is Congo they should be “lecturing” about peace and holding themselves accountable for their 25 years of presence without result.

HOW THE WEST ENABLES RWANDA TO LOOT CONGO Kayumba Nyamwasa, former Rwanda Army chief of staff and head of Rwandan intelligence from 1998 to 2002, dropped a bombshell on 2 February when he told @newzroomafrika’s Aldrin Sampear that Western countries like France, the United Kingdom and the United States do not comment on Rwanda’s military operations in neighbouring countries like Central African Republic, Democratic Republic of the Congo (DRC) and Mozambique because Rwandan companies process smuggled minerals that benefit said Western powers. The recent escalation in violence as the Rwanda- and Uganda-backed M23 militia seized mineral-rich lands in eastern DRC on its way to entering Goma city has renewed the conversation about Rwanda’s and Uganda’s roles in the foreign-instigated three-decade-long conflict over resources. How the West has ignored Rwanda’s activities contrasts sharply with sanctions imposed against Rwanda and aid cuts in 2012 that forced M23 to go underground. As early as 1998, Burundian, Rwandan, Ugandan and/or Rally for Congolese Democracy (RCD) soldiers emptied DRC warehouses. The looting remains a prominent feature across successive proxy campaigns, casting doubt on claims that Rwanda or M23 intervenes in the DRC only in the interests of marginalised Tutsis in the DRC. Since M23’s resurgence in 2021, reportedly due to Rwanda fearing isolation following increased DRC-Uganda cooperation, the militia has displaced hundreds of thousands of people in eastern DRC. Reports indicate M23 is closing in around the city of Bukavu after entering Goma on 27 January. Habyarimana (1992) - Tshisekedi (2025) : Identical Genocidal Rhetoric and a Dangerous Historical Link The allocution of #DRC President Felix Tshisekedi on Oct 12, 2025, in Brussels, in front of the Congolese Diaspora, denouncing the dialogue brokered by Washington & Doha, is a mere copy of the speech by the Rwandan genocidal president Habyarimana in 1992 when he denounced the Arusha Peace Accords he had just signed, calling them "scraps of paper". Habyarimana, like Tshisekedi, affirms that the "meeting" (for Habyarimana), the "dialogue" (for Tshisekedi), in other words, the peace agreements in their respective contexts, even after they had signed them, mean absolutely nothing. 1) Habyarimana says (after he had signed the Arusha Accords) "I do not feel that it is time for meetings yet. When that time comes, I will inform the [Interahamwe] militia and we'll come charging in." 2) Almost as a mere copy, 33 years later, Tshisekedi (after he had signed peace agreements in Washington and Doha), says that the dialogue will only happen (or continue) "over his dead body". He implies here that instead of dialogue, he will wage war (something he suggests elsewhere in his speech by saying: "I am not weak") against his counterparts (Rwanda in Washington & #AFC/#M23 in Doha). It is established today that Tshisekedi's force—which he uses to wage war in eastern DRC—is one that has embedded the #FDLR (genocidal force from Rwanda founded by ex-FAR and Interahamwe militia members) and the #Wazalendo militias — a reminder of Habyarimana's Interahamwe, (both Wazalendo and Interahamwe driven by anti-Tutsi genocidal ideology). - Tshisekedi, like Habyariamana, presents here "the enemy", or what he calls here "the aggressor", as "the Tutsi", expressed in Tshisekedi's use of the expression "doubtful nationality", which was and still is a concept used as a political instrument in #DRC to A) exclude the Rwandophone Tutsi of Eastern Congo from citizenship, from civil and political rights, and to B) "ethnically cleanse" them. - It follows the colonial racist theory promoted by European explorers and Belgian colonial administrators, that presented the Tutsi are "foreigners", "invaders", and "colonizers". This is the theory that Habyarimana uses in his speech in 1992, like his genocidal government used between 1990 and 1994, and people like Leon Mugesera who in his famous speech in 1992 said that they (the Hutu extremist government and their militias) will "send the Tutsi back to Ethiopia, where they came from, through the Nyabarongo river". Thirty years apart and these two speeches are identically characterized by a genocidal ideology which has targeted the Tutsi community in the region for 66 years since 1959. 📍#DRC🇨🇩 In 2023, after being received repeatedly by EU and U.S. embassies, Congolese Tutsi refugee Nsengiyera John said: "28 years in refugee camps is too much… If you choose to remain silent now, then stay silent when we decide to solve this problem ourselves." His message, delivered in Kinyarwanda, reflected deep frustration with the international community’s silence regarding the persecution of Congolese Tutsis. In the videos below, Nsengiyera John describes the suffering endured by Congolese Tutsi refugees living in camps for nearly three decades. Today, in 2025, the young Nsengiyera John is reportedly on the front lines with #M23, saying he is defending his rights after feeling abandoned by the international community — just as many felt in 1994 during the genocide against the Tutsis in Rwanda. In the DRC, Congolese Tutsis have been lynched, burned, and subjected to horrific violence by individuals claiming to defend the country's territorial integrity against so-called “Tutsi invaders.” At the same time, the Congolese government has mobilized, reorganized, and armed armed groups hostile to Tutsis, who continue to carry out systematic attacks against Congolese Tutsi communities in both rural and urban areas. Meanwhile, those responsible for these atrocities and anti-Tutsi militias are often described as “patriotic resistance fighters” defending their land and communities — according to statements from the President of the DRC, the Supreme Commander of the FARDC.
