Basically she is saying, when you are among dogs, don't walk carrying meat. Dogs are dogs, pouncing upon meat is in their nature. It's your fault for not considering that, or hoping dogs would act like human.

That's right. Wearing clothes that expose your sexual body parts is inappropriate. Even if you don't realize it, people may sexualize you, which can put your safety at risk. That's why it's better to avoid such clothing. Also the decorum should be maintained.
