Youth are not only the Agents of Change, they are also the Greatest Beneficiaries of Change. 🇮🇳 A strong democracy is built not only on the courage to raise our voice, but also on the dignity of the words we choose. हाल के दिनों में कुछ ऐसे videos सामने आए, जिनमें कुछ युवा जिस तरह की abusive, derogatory and disrespectful language का प्रयोग करते दिखे, उसने मन को सचमुच विचलित किया। यह केवल भाषा का प्रश्न नहीं है, बल्कि एक बड़ा सवाल है— हम अपने बच्चों को कैसी parenting, mentoring और value system दे रहे हैं? क्या अपशब्दों का सहज प्रयोग अब सामान्य होता जा रहा है? अगर हाँ, तो यह हम सभी के लिए गंभीर आत्ममंथन का विषय है। असहमति लोकतंत्र की शक्ति है, लेकिन अभद्रता कभी उसकी पहचान नहीं हो सकती। विचारों में मतभेद भी हो सकते हैं, लेकिन शब्दों में संयम, संवाद में शालीनता और व्यवहार में मर्यादा हमेशा बनी रहनी चाहिए। एक माँ होने के नाते मैं इतना अवश्य कहना चाहूँगी— हम अपने बच्चों को अपनी आवाज़ बुलंद करना सिखायें , लेकिन यह भी सिखायें कि शब्दों की गरिमा कभी न खोएँ। क्योंकि व्यक्तित्व की पहचान केवल विचारों से नहीं, बल्कि उन्हें व्यक्त करने के तरीके से भी होती है। Let us empower our youth to speak with courage, compassion and civility. 🙏🏻🌱 Disagreement strengthens democracy. I want to say this is not reform. It is retaliation in the guise of reform. Retaliation meticulously scripted, strategically timed, and constitutionally questionable. The Waqf Amendment Act is not an exercise in efficiency as it pretends to be. It is an exercise in erasure. Behind the bland language of governance lies the bold ambition of control. Religious autonomy is being reduced to state-administered protocol. And community rights are being redrawn with bureaucratic pens. This is not about improving institutions but about infiltrating, controlling, and closing them. सरकार जिसे सुधार बता रही है, दरअसल वह अधिकारों पर प्रहार है। वक्फ़ अधिनियम प्रशासनिक कदम नहीं है, यह एक मूल वैचारिक हमला है। इसे पढ़िए और समझिए। कानून सुधार की भाषा में यह अधिनियम पूरी तरह से 100% नियंत्रण की नीति लाने का प्रयास करता है। यह न सिर्फ़ धार्मिक संस्थाओं पर चोट करता है बल्कि अल्पसंख्यकों के आत्म निर्णय, स्वायत्तता की भावना को कुचलता है। ये सत्ता की दखलंदाजी को सुशासन कहकर पेश करता है। लेकिन कांग्रेस पार्टी चुप नहीं रहेगी, वह सड़क से लेकर संसद तक इस अधिनियम का विरोध करेगी। वक्फ़ अधिनियम एक लक्षित अतिक्रमण है। यह अधिनियम प्रशासनिक कार्यकुशलता के नाम पर स्थापित न्यायिक सिद्धांतों को कुचलता है। हमारे मानवाधिकार के पार्ट-3 में दो अनुच्छेद बेहद जरूरी हैं। इनमें 25, 26 विशेष हैं। 26 में स्पष्ट रूप से कहा गया है कि हर व्यक्ति को पूरा अधिकार है कि वह अपने धर्म का अभ्यास, निर्वहन और उसका प्रचार-प्रसार कर सकता है। वह धर्म से जुड़ी संस्थाओं को चलाने, उनका प्रबंधन देखने और उनके चुनावों में नामित हो सकता है। कोई ये नहीं कह रहा कि इन अधिकारों की कोई सीमा नहीं है। इसी के तहत संविधान में इसकी सीमा भी लिखी गई है और वे सीमाएं- पब्लिक ऑर्डर, सार्वजनिक व्यवस्था, स्वास्थ्य और नैतिकता हैं। आप देखेंगे तो इनका वक्फ़ अधिनियम से कोई संबंध नहीं है। इसमें कोई ऐसा प्रावधान नहीं है जो सार्वजनिक क़ानूनी व्यवस्था को बचाने के लिए किया गया हो, स्वास्थ्य और सार्वजनिक नैतिकता के लिए किया गया हो। 50-60 के दशक में पांच खंडपीठ का एक निर्णय दिया गया, जिसमें कहा गया कि किसी रूप में किसी ऐसे वर्ग की संस्थाओं की स्वायत्तताओं को हटाएंगे, उनके ऊपर नियंत्रण इतना करेंगे कि उनकी स्वायत्तता ख़त्म हो जाए- तो वह असंवैधानिक है। At a political level, you cannot amputate Article 26 and call it administrative efficiency. You cannot call it an Amendment Act where this is in fact an assault—on identity, autonomy and constitutional values. A board with a token Muslim representation is another form of appropriation. Arvind Kejriwal is a congenital liar and a master manipulator. His latest attempt to manufacture fear around E20 fuel is yet another example of politics driven by misinformation rather than facts. Federation of Automobile Dealers Associations (FADA) President C. S. Vigneshwar has categorically stated that automobile dealerships across the country have not received complaints related to E20 fuel, no clogged fuel filters, no starting issues. The few isolated cases reported were more likely caused by adulterated fuel, not E20. Unable to back his claims with evidence, Kejriwal is now asking people to flood social media with videos in an attempt to create a false perception of a nationwide problem. This is an old playbook: spread misinformation first, then amplify anecdotal claims to manufacture public outrage. Facts matter. (18-08-2005) मनरेगा कानून जब संसद से पास किया गया, उस वक्त श्रीमती सोनिया गांधी जी का लोकसभा में दिया गया वक्तव्य - मैं 'नेशनल रूरल एंप्लॉयमेंट गारंटी बिल' का समर्थन करने के लिए खड़ी हुई हूं। मैं समझती हूं कि ये एक ऐतिहासिक अवसर है। आज हम 2004 के कांग्रेस पार्टी के घोषणा पत्र का सबसे महत्वपूर्ण वादा पूरा कर रहे हैं। आज हम अपनी UPA सरकार के नेशनल कॉमन मिनिमम प्रोग्राम का सबसे महत्वपूर्ण संकल्प पूरा कर रहे हैं। जो लोग देश के ग्रामीण इलाकों में रहते हैं या फिर उन क्षेत्रों का दौरा करते हैं, उन्हें अच्छी तरह से मालूम है कि वहां ऐसे लोगों की कितनी बड़ी संख्या है, जिन्हें रोजगार की जरूरत है और वे सार्थक काम की खोज में किस तरह से भटक रहे हैं। इंफ्रास्ट्रक्चर की कितनी कमी है और वह कमी बिल्कुल साफ दिखाई देती है। नेशनल रूरल एंप्लॉयमेंट गारंटी के इस महत्वपूर्ण विधेयक के जरिए हम इन दोनों मुद्दों का समाधान खोज रहे हैं और अपने गांव में एक बुनियादी परिवर्तन लाने की कोशिश कर रहे हैं, क्योंकि हमें एहसास है कि हमारे दो-तिहाई भाई-बहन उन्हीं गांवों में रहते हैं। इस विधेयक के जरिए हम उन्हें उनका अधिकार और उनका जायज हक देने की शुरूआत कर रहे हैं, जिससे वे भविष्य में एक बेहतर जिंदगी जी सकें। हमने नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम के मौजूदा स्वरूप पर पहली बार 2002 में गुवाहाटी में मुख्यमंत्रियों के सम्मेलन में विचार विमर्श किया था। इसके बाद माउंट आबू और श्रीनगर के सम्मेलन में इस पर चर्चा हुई थी। हम सब ने महसूस किया कि रोजगार की सुरक्षा देना और ग्रामीण इलाकों में मूलभूत ढांचे को बढ़ाना बहुत ही अनिवार्य है। इस तरह से ऐसा विधेयक हमारी पार्टी के 2004 के घोषणा पत्र का एक केंद्रीय मुद्दा बना। 1970 के दशक में जब महाराष्ट्र में सूखे का संकट आया था, तब उस समय मुख्यमंत्री श्री वसंतराव नाइक जी ने इंदिरा जी के समर्थन से महाराष्ट्र में एक एंप्लॉयमेंट गारंटी स्कीम को लागू किया था। आने वाले वर्षों में इस योजना को राष्ट्रीय स्तर पर लागू करने का प्रयास हुआ, लेकिन किसी न किसी वजह से यह संभव नहीं हो सका। मुझे याद है कि 1980 में इंदिरा जी ने एक रूरल लैंडलेस एंप्लॉयमेंट गारंटी प्रोग्राम शुरू किया था। 1987 में राजीव गांधी ने जवाहर रोजगार योजना का आरंभ किया था और फिर 1993 में जब डॉ. मनमोहन सिंह जी, श्री पीवी नरसिम्हा राव के मंत्रिमंडल में वित्त मंत्री थे, उस समय 120 पिछड़े जिलों में एंप्लॉयमेंट एश्योरेंस स्कीम शुरू हुई। इन सारे कार्यक्रमों में बुनियादी सिद्धांत रोजगार की एग्जीक्यूटिव गारंटी तक सीमित था, लेकिन हमारा नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम की तरह लीगल गारंटी के सिद्धांत पर आधारित है, यानी यह कानून की तरह लागू होगा। यह बिल सामाजिक कार्यकर्ताओं, स्वयंसेवी संस्थाओं, अनुभवी प्रशासकों और खुद ग्रामीण इलाकों में रहने वाले लोगों के साथ व्यापक विचार विमर्श के बाद तैयार हुआ है। स्टैंडिंग कमेटी और अन्य मंत्रालय ने भी इस पर गंभीरता से विचार किया है, वहीं इस पर बारीकी से पब्लिक डिबेट भी हुई थी। राजनीतिक भेदभाव के बगैर समाज और सरकार के बीच आपस में किस तरह सहयोग के साथ काम हो सकता है, मैं समझती हूं कि यह विधेयक उसकी जीवंत मिसाल है। इसे सदन में पेश होने में 14 महीने लगे, लेकिन मैं समझती हूं कि इस समय का पूरा और सही इस्तेमाल हुआ है। एक तरह से नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम की शुरुआत के तौर पर UPA सरकार ने काम के बदले अनाज का राष्ट्रीय कार्यक्रम देश के 150 सबसे पिछड़े जिलों में लागू किया था। काम के बदले अनाज के कार्यक्रम की चर्चा करते हुए, मैं सदन को यह याद दिलाए बगैर नहीं रह सकती कि आज से 3 साल पहले हमारा अनाज का भंडार 60 मिलियन टन से भी ज्यादा था और उस समय अनेक राज्य खासतौर से वे राज्य जहां कांग्रेस की सरकार थी लगातार सूखे की मार झेल रहे थे। उस समय हमारी पार्टी ने NDA सरकार से बार-बार आग्रह किया था कि नेशनल एंप्लॉयमेंट गारंटी स्कीम के वादे के तौर पर देश में काम के बदले अनाज कार्यक्रम शुरू किया जाए, जिससे लाखों लोगों की जिंदगी बचाई जा सके। हमारे गोदाम अनाज से भरे हुए थे, मगर लोग भूख से बेहाल थे। NDA सरकार ने लगातार आग्रह को अनसुना कर दिया। इसलिए आज हम सबको, इस बात का गर्व है, बहुत संतोष है कि इस विधेयक के जरिए हम उन करोड़ों लोगों की मदद करने की कोशिश कर रहे हैं, जिन्हें उनकी सचमुच जरूरत है। महोदय, मैं बहुत संक्षेप में महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम के कुछ फायदे गिनाना चाहती हूं। इसके लागू होने से खेत-मजदूर को ज्यादा वेतन मिला और उनकी जिंदगी में खास तौर से महिलाओं की जिंदगी में काफी सुधार हुआ। कुछ आंकड़े बताते हैं कि वहां एंप्लॉयमेंट गारंटी स्कीम में काम करने वाले लोगों में 40% से 50% तक महिलाएं हैं। जहां सिंचाई के साधन नहीं हैं, वहां भी उत्पादन बढ़ा है और एक बात की जानकारी शायद काफी लोगों को नहीं है कि 1990 के दशक में इस एंप्लॉयमेंट गारंटी स्कीम के जरिए करीब 10 लाख हेक्टेयर जमीन को बागवानी के लायक बनाया गया था। There are numerous significant features in this Bill, but to my mind there are three vital ones which I would like to highlight. First, elected panchayat institutions have been given a pivotal role. This programme would therefore lead to the financial and administrative empowerment of panchayat bodies as well. Second, the Bill goes beyond traditional civil works. It includes watershed development, renovation of water bodies, desilting of tanks, afforestation, and wasteland restoration. And for the first time, irrigation works can be taken up on lands owned by members of the Scheduled Castes and Scheduled Tribes. Also, women labourers will be given priority. Third, the Bill clearly prohibits—and I think this is a very important aspect—it clearly prohibits the engagement of contractors for the execution of works. Now, apart from these significant features, the most important thing to keep in mind is that this Act is coming into force against the background of the UPA Right to Information Act, passed in this House three months ago. This is an Act far more progressive than the previous one. The new Right to Information Act will therefore enable social audits and greater public scrutiny of the programme. It will ensure greater accountability of panchayat bodies and district administrations as well. For example, muster rolls will no longer be kept secret, and budgets and works will have to be made public. All this together will ensure that only those who really need work will be employed, and only those schemes required by the community will be taken up. Employment guarantee programmes are no substitute for sustained economic growth. We see economic growth and employment guarantee programmes going hand in hand. We also do not see, as some do, such programmes as handouts, as dole, or as populist giveaways. We see this Act as the human face of economic reforms, making the process of economic growth more inclusive and more equitable. This Act is part of the Congress Party and UPA agenda for social transformation. It is part of an agenda which, in the last 14 months, has seen unprecedented increases in public expenditure on elementary education, mid-day meals, public health, and women and child development. It is an agenda to which all of us in the UPA are firmly committed. Our country is full of success stories which inspire us, but there is still widespread destitution which pains us and challenges us. Our country has touched great heights of endeavour, which we of course acclaim, yet there is still vast deprivation which we must all strive to eliminate. We all know only too well how inequitable, how unjust the lives of the poor are, especially when we compare them to the excesses and waste that we see all around us these days. This National Rural Employment Guarantee Act is a response to the needs of crores of Indians, whose right it is to a better life for themselves and for their children. A time will come—and I hope not too far in the future—when there will be no need for such extensive programmes. But until such a time, I believe we cannot just sit idly by and hope that economic reforms alone will create adequate employment opportunities in rural India. I would like to say a few words on the financial implications of this legislation, because there have been some critical comments. I believe that an economy which is growing at 7 per cent per year can and should find the resources for such a crucial intervention. While it is for the Central Government to find the bulk of the resources, the States too have a key—indeed, a critical—role to play in its monitoring and implementation. I also feel that we must use this momentous occasion to effect fundamental changes in government expenditure to better support larger social goals. We need to consolidate many schemes and programmes. We now have an opportunity to use the employment guarantee, for instance, for irrigation and rural roads, which are very much part of the UPA Government’s Bharat Nirman programme. As someone who has implicit faith in this Bill, I also acknowledge that there has been some cynicism and concern about it. These doubts, I feel, cannot simply be dismissed; they have to be addressed. Let us be frank with ourselves. Our programmes do not always work out the way they are planned or intended to. The benefits do not always reach the poor. Delivery systems often claim too large a share of the outlays. While the Central and State Governments must bring about innovations in delivery systems, political parties cutting across party lines—all of us—must play a more proactive role in monitoring and mobilisation. Above all, I believe we need to rid ourselves of the 'Sab Chalta Hai' attitude. Before I conclude, I want to personally thank our Prime Minister, under whose leadership this Bill is being introduced. For his steadfast support to it and to its objectives, he has had to balance various considerations. But in standing firmly behind this Bill, he is standing up for crores and crores of our people whose lives depend on its success. We are today passing a truly radical law—a law with far-reaching and profound consequences. But the real challenge begins now: in making sure that the legislation works in the manner it is meant to, in a manner that will tangibly impact the lives of our brothers and sisters in rural India. To this, I am personally committed. To this, the Congress Party is committed. To this, the UPA Government is committed.

(18-08-2005) मनरेगा कानून जब संसद से पास किया गया, उस वक्त श्रीमती सोनिया गांधी जी का लोकसभा में दिया गया वक्तव्य - मैं 'नेशनल रूरल एंप्लॉयमेंट गारंटी बिल' का समर्थन करने के लिए खड़ी हुई हूं। मैं समझती हूं कि ये एक ऐतिहासिक अवसर है। आज हम 2004 के कांग्रेस पार्टी के घोषणा पत्र का सबसे महत्वपूर्ण वादा पूरा कर रहे हैं। आज हम अपनी UPA सरकार के नेशनल कॉमन मिनिमम प्रोग्राम का सबसे महत्वपूर्ण संकल्प पूरा कर रहे हैं। जो लोग देश के ग्रामीण इलाकों में रहते हैं या फिर उन क्षेत्रों का दौरा करते हैं, उन्हें अच्छी तरह से मालूम है कि वहां ऐसे लोगों की कितनी बड़ी संख्या है, जिन्हें रोजगार की जरूरत है और वे सार्थक काम की खोज में किस तरह से भटक रहे हैं। इंफ्रास्ट्रक्चर की कितनी कमी है और वह कमी बिल्कुल साफ दिखाई देती है। नेशनल रूरल एंप्लॉयमेंट गारंटी के इस महत्वपूर्ण विधेयक के जरिए हम इन दोनों मुद्दों का समाधान खोज रहे हैं और अपने गांव में एक बुनियादी परिवर्तन लाने की कोशिश कर रहे हैं, क्योंकि हमें एहसास है कि हमारे दो-तिहाई भाई-बहन उन्हीं गांवों में रहते हैं। इस विधेयक के जरिए हम उन्हें उनका अधिकार और उनका जायज हक देने की शुरूआत कर रहे हैं, जिससे वे भविष्य में एक बेहतर जिंदगी जी सकें। हमने नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम के मौजूदा स्वरूप पर पहली बार 2002 में गुवाहाटी में मुख्यमंत्रियों के सम्मेलन में विचार विमर्श किया था। इसके बाद माउंट आबू और श्रीनगर के सम्मेलन में इस पर चर्चा हुई थी। हम सब ने महसूस किया कि रोजगार की सुरक्षा देना और ग्रामीण इलाकों में मूलभूत ढांचे को बढ़ाना बहुत ही अनिवार्य है। इस तरह से ऐसा विधेयक हमारी पार्टी के 2004 के घोषणा पत्र का एक केंद्रीय मुद्दा बना। 1970 के दशक में जब महाराष्ट्र में सूखे का संकट आया था, तब उस समय मुख्यमंत्री श्री वसंतराव नाइक जी ने इंदिरा जी के समर्थन से महाराष्ट्र में एक एंप्लॉयमेंट गारंटी स्कीम को लागू किया था। आने वाले वर्षों में इस योजना को राष्ट्रीय स्तर पर लागू करने का प्रयास हुआ, लेकिन किसी न किसी वजह से यह संभव नहीं हो सका। मुझे याद है कि 1980 में इंदिरा जी ने एक रूरल लैंडलेस एंप्लॉयमेंट गारंटी प्रोग्राम शुरू किया था। 1987 में राजीव गांधी ने जवाहर रोजगार योजना का आरंभ किया था और फिर 1993 में जब डॉ. मनमोहन सिंह जी, श्री पीवी नरसिम्हा राव के मंत्रिमंडल में वित्त मंत्री थे, उस समय 120 पिछड़े जिलों में एंप्लॉयमेंट एश्योरेंस स्कीम शुरू हुई। इन सारे कार्यक्रमों में बुनियादी सिद्धांत रोजगार की एग्जीक्यूटिव गारंटी तक सीमित था, लेकिन हमारा नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम की तरह लीगल गारंटी के सिद्धांत पर आधारित है, यानी यह कानून की तरह लागू होगा। यह बिल सामाजिक कार्यकर्ताओं, स्वयंसेवी संस्थाओं, अनुभवी प्रशासकों और खुद ग्रामीण इलाकों में रहने वाले लोगों के साथ व्यापक विचार विमर्श के बाद तैयार हुआ है। स्टैंडिंग कमेटी और अन्य मंत्रालय ने भी इस पर गंभीरता से विचार किया है, वहीं इस पर बारीकी से पब्लिक डिबेट भी हुई थी। राजनीतिक भेदभाव के बगैर समाज और सरकार के बीच आपस में किस तरह सहयोग के साथ काम हो सकता है, मैं समझती हूं कि यह विधेयक उसकी जीवंत मिसाल है। इसे सदन में पेश होने में 14 महीने लगे, लेकिन मैं समझती हूं कि इस समय का पूरा और सही इस्तेमाल हुआ है। एक तरह से नेशनल रूरल एंप्लॉयमेंट गारंटी प्रोग्राम की शुरुआत के तौर पर UPA सरकार ने काम के बदले अनाज का राष्ट्रीय कार्यक्रम देश के 150 सबसे पिछड़े जिलों में लागू किया था। काम के बदले अनाज के कार्यक्रम की चर्चा करते हुए, मैं सदन को यह याद दिलाए बगैर नहीं रह सकती कि आज से 3 साल पहले हमारा अनाज का भंडार 60 मिलियन टन से भी ज्यादा था और उस समय अनेक राज्य खासतौर से वे राज्य जहां कांग्रेस की सरकार थी लगातार सूखे की मार झेल रहे थे। उस समय हमारी पार्टी ने NDA सरकार से बार-बार आग्रह किया था कि नेशनल एंप्लॉयमेंट गारंटी स्कीम के वादे के तौर पर देश में काम के बदले अनाज कार्यक्रम शुरू किया जाए, जिससे लाखों लोगों की जिंदगी बचाई जा सके। हमारे गोदाम अनाज से भरे हुए थे, मगर लोग भूख से बेहाल थे। NDA सरकार ने लगातार आग्रह को अनसुना कर दिया। इसलिए आज हम सबको, इस बात का गर्व है, बहुत संतोष है कि इस विधेयक के जरिए हम उन करोड़ों लोगों की मदद करने की कोशिश कर रहे हैं, जिन्हें उनकी सचमुच जरूरत है। महोदय, मैं बहुत संक्षेप में महाराष्ट्र की एंप्लॉयमेंट गारंटी स्कीम के कुछ फायदे गिनाना चाहती हूं। इसके लागू होने से खेत-मजदूर को ज्यादा वेतन मिला और उनकी जिंदगी में खास तौर से महिलाओं की जिंदगी में काफी सुधार हुआ। कुछ आंकड़े बताते हैं कि वहां एंप्लॉयमेंट गारंटी स्कीम में काम करने वाले लोगों में 40% से 50% तक महिलाएं हैं। जहां सिंचाई के साधन नहीं हैं, वहां भी उत्पादन बढ़ा है और एक बात की जानकारी शायद काफी लोगों को नहीं है कि 1990 के दशक में इस एंप्लॉयमेंट गारंटी स्कीम के जरिए करीब 10 लाख हेक्टेयर जमीन को बागवानी के लायक बनाया गया था। There are numerous significant features in this Bill, but to my mind there are three vital ones which I would like to highlight. First, elected panchayat institutions have been given a pivotal role. This programme would therefore lead to the financial and administrative empowerment of panchayat bodies as well. Second, the Bill goes beyond traditional civil works. It includes watershed development, renovation of water bodies, desilting of tanks, afforestation, and wasteland restoration. And for the first time, irrigation works can be taken up on lands owned by members of the Scheduled Castes and Scheduled Tribes. Also, women labourers will be given priority. Third, the Bill clearly prohibits—and I think this is a very important aspect—it clearly prohibits the engagement of contractors for the execution of works. Now, apart from these significant features, the most important thing to keep in mind is that this Act is coming into force against the background of the UPA Right to Information Act, passed in this House three months ago. This is an Act far more progressive than the previous one. The new Right to Information Act will therefore enable social audits and greater public scrutiny of the programme. It will ensure greater accountability of panchayat bodies and district administrations as well. For example, muster rolls will no longer be kept secret, and budgets and works will have to be made public. All this together will ensure that only those who really need work will be employed, and only those schemes required by the community will be taken up. Employment guarantee programmes are no substitute for sustained economic growth. We see economic growth and employment guarantee programmes going hand in hand. We also do not see, as some do, such programmes as handouts, as dole, or as populist giveaways. We see this Act as the human face of economic reforms, making the process of economic growth more inclusive and more equitable. This Act is part of the Congress Party and UPA agenda for social transformation. It is part of an agenda which, in the last 14 months, has seen unprecedented increases in public expenditure on elementary education, mid-day meals, public health, and women and child development. It is an agenda to which all of us in the UPA are firmly committed. Our country is full of success stories which inspire us, but there is still widespread destitution which pains us and challenges us. Our country has touched great heights of endeavour, which we of course acclaim, yet there is still vast deprivation which we must all strive to eliminate. We all know only too well how inequitable, how unjust the lives of the poor are, especially when we compare them to the excesses and waste that we see all around us these days. This National Rural Employment Guarantee Act is a response to the needs of crores of Indians, whose right it is to a better life for themselves and for their children. A time will come—and I hope not too far in the future—when there will be no need for such extensive programmes. But until such a time, I believe we cannot just sit idly by and hope that economic reforms alone will create adequate employment opportunities in rural India. I would like to say a few words on the financial implications of this legislation, because there have been some critical comments. I believe that an economy which is growing at 7 per cent per year can and should find the resources for such a crucial intervention. While it is for the Central Government to find the bulk of the resources, the States too have a key—indeed, a critical—role to play in its monitoring and implementation. I also feel that we must use this momentous occasion to effect fundamental changes in government expenditure to better support larger social goals. We need to consolidate many schemes and programmes. We now have an opportunity to use the employment guarantee, for instance, for irrigation and rural roads, which are very much part of the UPA Government’s Bharat Nirman programme. As someone who has implicit faith in this Bill, I also acknowledge that there has been some cynicism and concern about it. These doubts, I feel, cannot simply be dismissed; they have to be addressed. Let us be frank with ourselves. Our programmes do not always work out the way they are planned or intended to. The benefits do not always reach the poor. Delivery systems often claim too large a share of the outlays. While the Central and State Governments must bring about innovations in delivery systems, political parties cutting across party lines—all of us—must play a more proactive role in monitoring and mobilisation. Above all, I believe we need to rid ourselves of the 'Sab Chalta Hai' attitude. Before I conclude, I want to personally thank our Prime Minister, under whose leadership this Bill is being introduced. For his steadfast support to it and to its objectives, he has had to balance various considerations. But in standing firmly behind this Bill, he is standing up for crores and crores of our people whose lives depend on its success. We are today passing a truly radical law—a law with far-reaching and profound consequences. But the real challenge begins now: in making sure that the legislation works in the manner it is meant to, in a manner that will tangibly impact the lives of our brothers and sisters in rural India. To this, I am personally committed. To this, the Congress Party is committed. To this, the UPA Government is committed.

‘वंदे मातरम्’ की क्रोनोलॉजी समझिए 👇 🔹 1875 में बंकिम चंद्र चट्टोपाध्याय जी ने इस गीत के पहले दो अंतरे लिखे, जो आज हमारा राष्ट्रगीत है 🔹 1882 में 7 साल बाद बंकिम चंद्र चट्टोपाध्याय जी का आनंदमठ उपन्यास प्रकाशित हुआ और इसमें इस गीत में 4 अंतरे जोड़ दिए गए 🔹 1896 में कांग्रेस के अधिवेशन में गुरुदेव रवीन्द्रनाथ टैगोर जी ने यह गीत गाया 🔹 1905 में बंगाल के विभाजन के खिलाफ आंदोलन के समय वंदे मातरम् जनता की एकता की गुहार बनकर गली-गली से उठा और रवीन्द्रनाथ टैगोर जी जैसे महान स्वतंत्रता सेनानी गीत को खुद गाते हुए बंगाल की सड़कों पर उतरे 🔹 छात्रों से किसान तक, व्यापारी से लेकर वकीलों तक हर किसी ने ये गीत गाया। इस गीत को सुनकर ब्रिटिश हुकूमत कांपती थी 🔹 हमारे देशवासी इस गीत को सुनकर ब्रिटिश हुकूमत के खिलाफ सत्य और अहिंसा के नैतिक हथियारों को लेकर शहीद होने की तैयारी करते थे. यह गीत मातृभूमि के लिए मर मिटने की भावना को जगाता है ✅ ये है- इस गीत की शक्ति ✅ ये है- इस गीत का देश से जुड़ाव 👉 1930 के समय जब देश में सांप्रदायिक राजनीति उभरी, तब ये गीत विवादित होने लगा 👉 1937 में नेताजी सुभाषचंद्र बोस, कलकत्ता में होने वाले कांग्रेस के अधिवेशन का आयोजन कर रहे थे 👉 17 अक्टूबर, 1937 को नेताजी सुभाषचंद्र बोस जी ने पंडित जवाहरलाल नेहरू जी को चिट्ठी लिख कर कहा था- "My dear Jawahar, reference Vande Mataram. We shall have a talk in Kolkata and also discuss the question in the Working Committee, if you bring it up there. I have written to Dr. Tagore to discuss this matter with you when you visit Shantiniketan. Please do not forget to have a talk with him when you visit Shantiniketan." 👉 20 अक्टूबर, 1937 को नेहरू जी ने इसका जवाब दिया था PM मोदी ने इस जवाब की एक लाइन यहां सुनाई, लेकिन बाकी में नेहरू जी ने लिखा था- "There is no doubt, that the present outcry against Vande Mataram is to a large extent a manufactured one by the Communalist. Whatever we do, we cannot pander to Communalist feelings. But to meet real grievances where they exist, I have decided now to reach Kolkata on the 25th morning. For months, my mother, sister and I have been expressing that we are under threat. We have consistently requested lawfulness and protection. We recently filed a complaint at Safdarjung Police Station seeking registration of an FIR. The night before my mother’s scheduled court hearing at MP MLA Court Rouse Avenue, our car and front gate were set on fire in Green Park. CCTV footage shows an unidentified man outside our gate handling a pistol, attempting to climb over and ultimately burning our swift car and gate. We are three women alone in this house, and these attacks cannot be ignored. I appeal for urgent attention from the authorities. Our safety should not be negotiable. Delhi Police CP Delhi #DilKiPolice DCP South Delhi DCP West Delhi पिछले कई महीनों से, और सच कहूँ तो पिछले कई सालों से, मैं सोशल मीडिया पर लगातार लिखती आ रही हूँ कि मेरी माँ, मेरी बहन और मैं ख़तरे में हैं। हमने हमेशा कानून के रास्ते पर चलकर सुरक्षा और न्याय माँगा है। पुलिस से मदद भी माँगी, शिकायतें भी कीं…कभी मिश्रित प्रतिक्रिया मिली, कभी बस आश्वासन। हाल ही में हमने सफ़दरजंग पुलिस स्टेशन में FIR दर्ज करने के लिए लिखित शिकायत दी। लेकिन मेरी माँ की MP–MLA कोर्ट, राउस एवेन्यू में सुनवाई से एक रात पहले, हमारे घर ग्रीन पार्क के बाहर हमारी कार और मुख्य गेट को आग लगा दी गई। CCTV फ़ुटेज में एक अज्ञात व्यक्ति को हमारे गेट के बाहर हथियार जैसा कुछ पकड़े, गेट पार करने की कोशिश करते हुए और अंत में हमारी स्विफ्ट कार व गेट को जलाते हुए देखा जा सकता है। हम इस घर में तीन अकेली महिलाएँ हैं। इस तरह के हमले नज़रअंदाज़ नहीं किए जा सकते। सालों का यह डर, यह दहशत…अब भी उम्मीद बस इतनी है कि न्याय मिलेगा और हमें जीने की मूलभूत सुरक्षा मिलेगी। मैं संबंधित अधिकारियों से तुरंत ध्यान देने की अपील करती हूँ। हमारी सुरक्षा कोई सौदा नहीं है, यह हमारा अधिकार है। CCTV footage is attached here.

CCTV footage shows an unidentified man outside our gate handling a pistol, attempting to climb over and ultimately burning our swift car and gate. Rahul Gandhi is at it again, recycling a Chinese narrative, dressing it up as breaking news, and then accusing the Indian government of hiding it. There is no “slow encroachment” by China in Arunachal Pradesh as he alleges. China has claimed Arunachal, calling it “South Tibet”, for decades. In the 1960 border talks, it sought around 69,000 sq km of Arunachal Pradesh. The Longju issue is not new either. In 1959, China attacked an Assam Rifles post there and captured the area. During the 1962 war, Chinese forces launched major operations across the Kameng, Subansiri, Siyom, Siang and Lohit valleys, before withdrawing north of the LAC after the ceasefire. India today is far better prepared. Improved infrastructure has strengthened patrolling and surveillance, while the Army and ITBP remain geared up to monitor and check Chinese activity. On an undemarcated border, patrol face-offs can occur. Established mechanisms and protocols exist to resolve them. And Rahul Gandhi is lying about Galwan too. He keeps weaponising the Prime Minister’s “not an inch” remark while conveniently ignoring that the then Army Chief, General M.M. Naravane, is on record saying that “not an inch” of territory was lost in the Galwan clash. Rahul Gandhi knows, or should know, all this. Instead, he takes an unsubstantiated claim, presents it as established fact, attacks India’s security establishment and accuses the government of suppressing the “news”. This is not national security scrutiny. It is furthering a Chinese narrative for domestic political propaganda. If a leader like Indira Gandhi were alive today, she would have banned a party like the BJP: If the country has to be saved, if the nation's democracy has to be saved, then I must say that the dangerous atmosphere prevailing in the country today is unlike anything I have seen in my 50 years of political life. All of you senior people sitting here would agree with this. I am saying with full responsibility that the atmosphere today is extremely dangerous. If the country still does not wake up, then the people of this country themselves will suffer the consequences later. Our younger generation will have no future left, and the situation will become extremely serious. That is why the responsibility of the younger generation is the greatest today, because history will not forgive them either. Tomorrow they will be asked what they were doing as young people when all this was happening in the country. The Congress is the party of Mahatma Gandhi, Pandit Nehru, Sardar Patel, Maulana Abul Kalam Azad and Babasaheb Ambedkar's era. It is because of the Constitution framed by them that the country is functioning today. Indira Gandhi laid down her life, but did not allow Khalistan to be created. Rajiv Gandhi was martyred because he wanted to establish peace across the entire subcontinent, including Sri Lanka. He gave his life, but kept the country united and intact. Poor Mukhtar Abbas Naqvi defended the BJP so effectively for such a long time; Shahnawaz Hussain was a minister, but today you have made all of them sit at home. Those whose thinking is simply to provoke Hindutva supporters and rule ,if a towering leader like Indira Gandhi were alive today, she would have imposed a ban on a party like the BJP. Will you run a party solely on the agenda of Hindutva? Do you want to do politics only in the name of Hindus? What is written in our Constitution? The Constitution on which you took your oath speaks of respecting all religions, all castes and all sections of society. You cannot do politics in the name of religion, but today this is happening openly. I remember that when Bhairon Singh Shekhawat contested an election from Bali, a few words regarding the Ram Temple slipped out of his mouth. He won the election and later became Chief Minister, but someone filed a case against him in the High Court. The case was so serious that he could have lost his Assembly membership. Later, he stopped the main witness on a bus during the journey, explained things to him with police assistance, or did whatever was done, and only then was he able to get out of trouble. What I want to say is that there was a time when even merely invoking religion during an election was prohibited; you could not bring religion into it. And look at the present times, when even the role of the Election Commission is being questioned. Today, people are being openly incited in the name of religion across the country. Now neither does anyone speak about this misuse of religion, nor is anyone approaching the courts over it. Everyone has seen that the country's system and thinking have changed. "अगर देश को बचाना है, देश के लोकतंत्र (डेमोक्रेसी) को बचाना है... तो आज देश के भीतर जो खतरनाक माहौल है, ऐसा माहौल मैंने अपनी जिंदगी के 50 साल के राजनीतिक करियर में कभी नहीं देखा। यहाँ बैठे आप सभी वरिष्ठ (सीनियर) लोग भी इस बात से सहमत होंगे। मैं पूरी जिम्मेदारी के साथ कह रहा हूँ कि आज बेहद खतरनाक माहौल है। अगर देश अब भी नहीं संभला, तो बाद में देशवासी खुद इसका खामियाजा भुगतेंगे। हमारी युवा पीढ़ी का कोई भविष्य नहीं बचेगा और हालात बेहद गंभीर हो जाएँगे। इसीलिए आज युवा पीढ़ी की जिम्मेदारी सबसे ज़्यादा है; क्योंकि इतिहास उन्हें भी माफ़ नहीं करेगा। कल को उनसे पूछा जाएगा कि जब देश में यह सब हो रहा था, तब वे युवा के रूप में क्या कर रहे थे? कांग्रेस महात्मा गांधी, पंडित नेहरू, सरदार पटेल, मौलाना अबुल कलाम आजाद और बाबासाहेब अंबेडकर के जमाने की पार्टी है। उन्हीं के बनाए संविधान की बदौलत आज देश चल रहा है। इंदिरा गांधी जी ने शहादत दे दी, पर खालिस्तान नहीं बनने दिया। राजीव गांधी जी शहीद हो गए, क्योंकि वे श्रीलंका सहित पूरे उपमहाद्वीप में शांति स्थापित करना चाहते थे। उन्होंने अपनी जान दे दी, पर देश को एक और अखंड रखा। लेकिन आज सत्ता में बैठे लोगों की सोच क्या है? इनकी सोच से देश कमजोर हो रहा है। ये लोग जानबूझकर धार्मिक ध्रुवीकरण कर रहे हैं। उत्तर प्रदेश में विधानसभा की 403 सीटें हैं), लेकिन आप एक भी सीट किसी मुस्लिम उम्मीदवार को नहीं देते, और खुद को एक राष्ट्रीय राजनीतिक पार्टी कहते हैं! अरे, आप देशवासियों को दिखाने के लिए ही सही, पाँच सीटें दे देते। लेकिन आप तो यह जताना चाहते हैं कि 'हम शुद्ध रूप से हिंदुत्ववादी पार्टी हैं।' वो बेचारे मुख्तार अब्बास नकवी इतने लंबे समय तक भाजपा की कितनी शानदार पैरवी करते थे; शाहनवाज हुसैन मंत्री थे, लेकिन आज आपने सबको घर बैठा दिया। अरे, जिनकी सोच ही यह हो कि केवल हिंदुत्ववादियों को भड़काओ और राज करो—अगर आज इंदिरा गांधी जैसी कद्दावर नेता होतीं, तो भाजपा जैसी पार्टी पर प्रतिबंध (बैन) लगा देतीं। क्या आप सिर्फ हिंदुत्व के एजेंडे पर पार्टी चलाएंगे? क्या आप सिर्फ हिंदुओं के नाम पर राजनीति करना चाहते हैं? हमारे संविधान में क्या लिखा है? आपने जिस संविधान की शपथ ली है, उसमें सभी धर्मों, सभी जातियों और सभी वर्गों का सम्मान करने की बात कही गई है। आप धर्म के नाम पर राजनीति नहीं कर सकते, लेकिन आज खुलेआम यही सब हो रहा है। मुझे याद है, भैरों सिंह शेखावत जी जब बाली से चुनाव लड़े, तो उनके मुँह से राम मंदिर को लेकर कुछ शब्द निकल गए थे। वे चुनाव तो जीत गए और बाद में मुख्यमंत्री भी बन गए, लेकिन किसी ने हाईकोर्ट में उनके खिलाफ केस कर दिया। वह केस इतना संगीन था कि उनकी विधानसभा सदस्यता भी जा सकती थी। बाद में उन्होंने मुख्य गवाह को रास्ते में बस में रोककर, पुलिस के सहयोग से समझाइश की या जो भी किया, तब जाकर वे बच पाए। मैं यह कहना चाहता हूँ कि एक वो दौर था, जब चुनाव में धर्म का सिर्फ नाम लेने मात्र पर पाबंदी थी; आप धर्म को बीच में नहीं ला सकते थे। और आज का दौर देखिए, जहाँ चुनाव आयोग की भूमिका पर भी सवाल उठ रहे हैं। आज पूरे देश के अंदर धर्म के नाम पर लोगों को खुलेआम भड़काया जा रहा है। अब धर्म के इस दुरुपयोग पर न तो कोई बात करता है और न ही कोई कोर्ट जा रहा है। सबने देख लिया है कि देश की व्यवस्था और सोच बदल चुकी है। आज देश इसी ढर्रे पर चल रहा है।

स्पीकर लोगों को कह रहे कि कोई राहुल गांधी के कार्यक्रम में न जाए? स्पीकर साहब के एरिया में राहुल गांधी जी आ रहे हैं। उन्हें उनका वेलकम करना चाहिए, क्योंकि जिस हाउस के वे स्पीकर हैं उसी हाउस के नेता प्रतिपक्ष खुद वहाँ आ रहे हैं। स्वागत करने की बात तो दूर, वहाँ ऐसा संदेश दे दिया गया है जैसे ओम बिरला जी इसके खिलाफ हैं और कोई भी वहाँ न जाए। इस पर अपनी स्थिति स्पष्ट करनी चाहिए कि आखिर यह नौबत क्यों आई? यह सब किसके इशारे पर हुआ? देश में राहुल गांधी जी के इस अभियान की शुरुआत राजस्थान के कोटा से ही हो रही है, वे ट्रेन से आ रहे हैं। और आप वहाँ के कोचिंग संस्थानों को धमकियाँ दे रहे हैं कि आपके इंस्टीट्यूशंस में कई कमियाँ हैं, नतीजे भुगतने के लिए तैयार रहो। अगर खुद स्पीकर के लोकसभा क्षेत्र में ऐसी स्थिति बनती है, तो पूरे मुल्क में क्या संदेश जाएगा? क्या यहाँ डेमोक्रेसी है? इस मामले पर कल मैंने 'एक्स' पर पोस्ट भी किया था। स्पीकर को यह शोभा नहीं देता कि आप ऐसी स्थिति पैदा करें जिससे लोगों के दिमाग में यह भय बैठ जाए कि पता नहीं हमारे संस्थानों का क्या होगा। यह अच्छी बात नहीं है। Why is a message being sent in the Speaker's constituency that no one should attend Rahul Gandhi's event? Far from extending a welcome, a message has been conveyed as if Om Birla Ji is opposed to the visit and that no one should attend. He should clarify his position on why such a situation has arisen. At whose behest did all this happen? Rahul Gandhi's campaign in the country is beginning from Kota, Rajasthan. He is arriving by train. The admit cards recovered from the spot reportedly belong to candidates from Balotra, Sindhari, Jalore and Barmer districts. All these admit cards are related to the REET recruitment examination conducted between January 17 and January 19. Each admit card contains the candidates’ names, photographs and details of their examination centres. The fact that all the admit cards were found lying at the same location has raised serious doubts, as the incident does not appear to be a mere coincidence. According to local residents: It is unlikely that so many admit cards could fall at one place by accident. Facts matter. Political narratives do not change history. It is being claimed that Muslim congregational prayers at Hanumangarhi Temple never happened. That is incorrect. In November 2003, the then Mahant of Hanumangarhi, Gyandas, organised an iftar gathering within the temple precincts as an initiative to promote communal harmony during a tense period in Ayodhya.
