I've seen this a lot with SA-9 and this SA-15. The Russian SAMs are setup to intercept aircraft. There isn't enough radar (or laser) return from the drone for the proximity fuse to go off. Nobody in the 1980s or 1990s thought they'd be shooting at something the size of a lawn mower lol...

What's the reason we're only seeing these drones in Crimea? Is it because the sea makes approach and communication easy? Or is it an operational thing, i.e. the agencies/teams responsible for the Black Sea have innovated but others haven't?
