I think this is in the Netherlands where they use "schuimbeton"(foam concrete if you translate). It's a non constructive kind of concrete with a lot of airbubbles inside it. A minimal depth of 35 cm is necessary for the insulation standards in the Netherlands.

In fact, thickness does not affect the crystallization time of concrete. However, during crystallization, heat is released. If the thickness is large, the center heats up more than the edges, which leads to deformation and cracking.
