NATO Secretary General Mark Rutte urged to increase support for Ukraine for the sake of strengthening its position. "Ukraine is in urgent need of our help. Putin will use winter as a weapon. He will try to destroy Ukraine’s power system," Rutte said. He emphasized that on the issue of possible negotiations with Russia, Kyiv should be in a position of strength to be able to decide for itself when and how to start diplomatic efforts to end the war.
