Some people forget this is like the first time Dustin truly lost someone/experienced that kind of trauma in the series (not counting the demodog). Same with Lucas. He didn’t change, he’s grieving.

Dustin is very much the one who DIDN'T change. He's still wearing the clubs shirt, still wanting to re open it. Everyone else changed, bar him.

He didn’t change, he’s in a deep state of depression. Dustin lost who he considered an older brother type figure Hawkins still thinks Eddie is a killer, he’s fighting against that for Eddie

Even the weather changes. 🤷‍♂️

If anything I interpret this as him standing strong against others and not changing to appease them. His refusal to stop Hellfire is him following up on that promise. The world is changing around him and Dustin is refusing to.
