what would be the minimum required specs to be able to play games at the same performance as the xbox one

It depends. Some games don't need much translation (like Peggle 2) so they run great on PC. Games that use more Xbox features need more translation, so they may have higher requirements. As the project gets further along we'll have a better understanding of the performance costs.
