There's a difference between illiteracy & stage fright; The lady in the above video seems learned judging by how she speaks, but performance anxiety got the best of her, which is why she misunderstood. It can happen to anyone. The organisers should've prepared her for this.

There are 3 tiers of communication: First, speaking. Next, listening. The last, understanding, is hardly talked about. Communication is complete when the above is fulfilled. The question was asked, she listened, but she didn't understand and so couldn't reply.
