Two individuals, identified as Muzi Mazibuko and Sipho, approached him in March 2025. They claimed to represent the EFF and its leader (often called "CIC Juju"), saying they had met with the City’s Chief Financial Officer (CFO) Gareth Mnisi and were pushing for seven specific companies to be awarded the contract. Dhlamini sent a WhatsApp message to Sergeant Fannie Nkosi that referenced the list as coming from the "Red Berets" (EFF) and asked Nkosi to check with the CFO whether it matched "his from CIC Juju." He has now explained that this reference was only a request to verify the pair’s claims, and the story was untrue.
