Centuries ago, representative democracy may may have been necessary given the cost of travel, friction of communication over distance etc. Today, you could have direct democracy on all issues by email. Not sure if it would be a good idea, but it's possible.

The rulers then have absolute power to make whatever laws they please buy majority vote among themselves.
